Synchron has an exciting opportunity for a HR Classification Specialist to provide personnel management support to the U.S. Navy Team Submarine organization at the Washington Navy Yard in Washington, DC. You will assist Team Sub in the administration of manpower management hiring programs for its civilian workforce. We are seeking a candidate to join our team and help provide the US Navy with cutting edge undersea warfare technology. You will provide direct support to the Team Submarine Human Resources Organization HRO).
Responsibilities:
- Conducts the full range of position classification services for all pay plans; including composing evaluations, conducting desk audits, and analyzing position descriptions using OPM classification standards, HR policies and practices, and position management principles.
- Provides expert classification and position management advice, guidance and assistance on Federal and DOW/DON regulations, policies, practices and procedures; reviews and analyzes questions, issues and problems from a position management and position classification perspective; and provides appropriate advice and recommendations, including alternatives.
- Participates in organization reviews and proposed reorganizations; provides recommendations on classification and position management implications.
- Serves as a point-of-contact in conducting the compensation program ensuring reviews, results, calculations and other activity are accurate and adhere to applicable policies and procedures.
- Provides consultative support to executives, managers, HR staff, and employees in resolving classification or compensation matters. Utilizes automated HR systems to update, maintain, and retrieve classification or compensation data; prepares reports as needed.
Education and Experience:
- Three (3) years of experience with Federal/ Department of War (DoW) Position Classification
- Specialized experience is defined as interpreting and applying Federal position classification and compensation principles, concepts, and practices; providing advice and guidance on classification and compensation matters; and evaluating legislation and regulations to ensure compliance with HR policies and procedures.
- Experience with MS Teams and MS Office (Outlook, Excel, Word).
- Knowledge and understanding of DoW, DoN, DRPM requirements, processes, goals, and objectives.
- BS/BA degree in business, management, or technical field (or commensurate experience)
- Active DOD Secret clearance
Desired Education and Experience:
- Experience in human resource hiring systems, human capital management systems, and or applicant tracking systems.
- Experience submitting Request for Personnel Actions (RPAs) in Defense Civilian Personnel Data System (DCPDS).
- Ability to gather, assemble, correlate, and analyze facts and information; identify problems or issues; draw conclusions; and make recommendations consistent with the organization's work methods, procedures, and management control systems.
- Ability of and skill in recommending program changes or corrective actions to organization's leadership to improve overall efficiency and effectiveness in the execution of assigned operating programs.
Work Location: Washington Navy Yard. Telework options for 1-2 days per week after all initial onboarding and team integration is completed (estimated 2-4 months).
Travel: potential for travel (less than 10%)
