Pay Rate/Range: The budgeted salary range that the University reasonably expects to pay for this position is $94,000.00/yr to $101,700.00/year. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University. The full salary range for this position is $81,600.00/yr to $147,800.00/year.

Learn more about the benefits of working at UC Brief Summary of Job Duties: The Project Analyst - Supervisor provides professional contract administration and project administration support for DCS capital improvement and deferred maintenance projects, while supervising and providing direction to DCS Project Analysts. The position independently analyzes and administers contractual and project requirements in accordance with University policy, the Public Contract Code, the UC Facilities Manual, and applicable Federal and State requirements. The position provides guidance and recommendations to project management staff regarding contract administration, project documentation, compliance requirements, and administrative processes, and serves as the administrative lead and program management software specialist for DCS. The Project Analyst - Supervisor also supports the Labor Compliance Officer in the administration and oversight of the University's Federal and State-mandated Labor Compliance Programs, including prevailing wage, certified payroll, apprenticeship, and related compliance requirements. The position supervises, trains, and develops Project Analysts to ensure consistent and effective administration of project and contract responsibilities. Required Qualifications:

Job Functions and Percentages of Time:
- 55% - Contract Administration & Project Administration - Independently performs professional contract administration and analytical activities associated with capital improvement and deferred maintenance projects. Reviews and administers professional services and construction contract documents, amendments, change orders, and related contractual transactions in accordance with University policies, the Public Contract Code, UC Facilities Manual, and applicable laws, regulations, and procedures. Analyzes contract requirements and project information, evaluates alternatives, and exercises judgment in determining appropriate courses of action. Advises project management staff regarding contractual requirements, administrative processes, compliance obligations, and appropriate contract administration practices. Participates in the development, review, and processing of contract documents and modifications and supports bidding and contractor selection activities. Reviews contractor and consultant submissions, evaluates proposed changes and associated documentation, identifies discrepancies or compliance concerns, and recommends appropriate resolution. Serves as the administrative lead and program management software specialist for DCS. Establishes and maintains document workflows, project records, reporting processes, staff assignments, and system practices within PMWeb. Ensures accurate and timely processing and maintenance of professional services and construction contracts, change orders, submittals, permits, construction-phase documentation, payment applications, and record documents.
- 25% - Supervision - Recruits, selects, trains, supervises, and evaluates Project Analysts and contingent staff. Plans, assigns, and monitors workload to ensure timely and effective completion of assignments and appropriate coverage of departmental responsibilities. Provides direction and guidance regarding departmental policies, procedures, work practices, performance expectations, and professional standards. Establishes consistent work practices and standards for project and contract administration activities. Provides mentoring, training, and professional development opportunities to promote staff competency and cross-functional capability. Addresses performance and personnel matters in consultation with the Associate Director and other department leadership, as appropriate. Reviews existing practices and recommends process improvements to improve efficiency, quality, consistency, and compliance.
- 15% - Labor Compliance & Regulatory Compliance - Supports the Labor Compliance Officer in administering the University's Federal and State-mandated Labor Compliance Programs. Provides technical guidance and oversight regarding prevailing wage, apprentice registration, recruitment and training, certified payroll, and other applicable labor compliance requirements. Reviews contracts and specifications to ensure required Federal Davis-Bacon Act and California Labor Code provisions are appropriately incorporated. Communicates compliance requirements to contractors and subcontractors and supports pre-job conferences and ongoing compliance activities. Reviews and analyzes labor compliance documentation, contractor and subcontractor submissions, payroll records, apprenticeship information, job-site interview information, and other project records to identify potential noncompliance. Investigates discrepancies, analyzes findings, and prepares audit reports and recommendations as appropriate. Supports corrective actions and, when warranted, the assessment of penalties for noncompliance. Maintains and oversees the labor compliance database and provides training and direction to staff supporting the Labor Compliance Program.
- 5% - Other Duties - Performs other duties as assigned by supervisor, Associate Directors or department Executive Director.
