Hiring Range
The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The salary range the University reasonably expects to pay for this position is $90,000 - $95,000.

About the Job
The Business Systems Analyst 3, under the general supervision of the Chief of Staff, is responsible for the implementation, support, optimization, and ongoing management of complex systems and applications that support the Division of Enrollment Management. This position regularly works on varied and complex assignments requiring the application of specialized business systems knowledge, technical expertise, and sound judgment to analyze needs, design solutions, improve processes, and support data-informed decision-making across multiple functional areas. The incumbent serves as a subject matter expert and serves as a lead on projects involving enrollment management systems, specifically admissions systems, the Customer Relationship Management system, student information systems, reporting tools, data warehouse resources, and related technology platforms. The Business Systems Analyst 3 leads and supports enhancements to admissions systems and the CRM, including identifying improvement opportunities, gathering and translating business requirements, coordinating with functional and technical partners, testing new functionality, and supporting implementation. The incumbent works independently and collaboratively with functional users, technical teams, campus partners, and leadership to evaluate business needs, translate requirements into system solutions, adapt procedures and tools to meet specialized operational needs, and help establish effective practices within the functional area. This position is responsible for developing, maintaining, and enhancing reports, dashboards, queries, and analytical tools using systems such as the CRM, Cognos, and the data warehouse. These tools enable staff and leadership to monitor enrollment trends, assess operational performance, identify opportunities for improvement, and support undergraduate enrollment growth. The incumbent exercises experience and judgment in prioritizing work, planning projects, troubleshooting complex issues, and recommending system or process improvements. The Business Systems Analyst 3 also plays a key role in compliance monitoring, audit preparation, and operational controls for Undergraduate Admissions and the broader Enrollment Management division. This includes designing business processes, documentation, reports, and tracking tools to support audit readiness, compliance directives, data integrity, and consistent business practices. The incumbent may review existing procedures, identify gaps or risks, and recommend improvements that strengthen accuracy, accountability, and efficiency. In addition, the position supports system testing, user acceptance testing, implementation planning, training, and change management for supported departments. The incumbent prepares and maintains system documentation, business process guides, training materials, and procedural resources. The Business Systems Analyst 3 is expected to work in a self-directed, team-oriented environment, using originality, ingenuity, and professional judgment to resolve issues, improve systems, and support the evolving needs of Enrollment Management. This position is expected to perform broad and focused assignments under general supervision, frequently adapting tools, techniques, procedures, and systems to address specialized and evolving business needs within Enrollment Management. KEY RESPONSIBILITIES
- Business Systems Analysis, System Design, and System Enhancements: Lead the analysis, design, implementation, optimization, and documentation of complex business systems and application solutions that support the Division of Enrollment Management. Analyze and define divisional business requirements, evaluate existing systems and processes, review vendor solutions against business needs, and recommend improvements to increase efficiency, accuracy, and usability. Serve as a subject matter expert and technical resource for admissions systems, the CRM, reporting tools, data warehouse resources, and related platforms. Lead enhancements for admissions systems and the CRM by identifying improvement opportunities, gathering and translating business requirements, preparing business and functional requirement documents, supporting technical design, coordinating testing, and helping implement new or modified functionality. Develop process flows, technical schematics, logic procedures, and documentation to support system improvements. Apply specialized knowledge and judgment to adapt tools, procedures, and system functionality to meet complex and evolving enrollment management needs.
- Project Leadership and Cross-Functional Coordination: Lead and support complex divisional projects involving enrollment management systems, admissions technology, CRM functionality, reporting tools, and business process improvements. Coordinate with functional users, IT, vendors, campus partners, and leadership to plan and implement new modules, system enhancements, workflows, integrations, and operational improvements. Conduct business process analysis and translate findings into actionable system or process solutions. Troubleshoot complex system issues, coordinate resolution with technical partners, and monitor progress through completion. Serve as a liaison to IT, with particular focus on the CRM and other systems supporting admissions and enrollment operations. May serve as project lead for broad or focused assignments under general supervision.
- Data Management, Reporting, Dashboards, and Decision Support: Develop, maintain, enhance, and troubleshoot reports, dashboards, queries, data feeds, workflows, and analytical tools that support data-informed decision-making across Enrollment Management. Use systems and tools such as the CRM, Cognos, data warehouse, Informatica, Atomic, and related platforms to create and validate data solutions. Plan, build, test, and monitor data feeds in development and production environments to ensure data accuracy, reliability, and usability. Create CRM workflows, triggers, and automated processes that improve operational efficiency and support enrollment growth. Design reporting tools that help staff and leadership monitor enrollment trends, operational performance, compliance indicators, and progress toward enrollment goals.
- Audit, Compliance, and Operational Controls: Lead and support the development of business practices, reports, dashboards, documentation, and monitoring tools that help Enrollment Management comply with federal, state, University of California, and campus requirements. Give priority support to Undergraduate Admissions audit readiness, corrective actions, compliance monitoring, and data integrity efforts. Work with functional offices to identify risks, document procedures, design annual compliance reports, establish tracking mechanisms, and support consistent business practices. Assist with retrieving, organizing, and validating information for audits, compliance reviews, public information requests, or other reporting needs. Recommend improvements to strengthen accountability, accuracy, and operational control across admissions and enrollment processes.
- User Testing, Training, Documentation, and Change Management: Lead and support user application testing, upgrade testing, user acceptance testing, and implementation readiness for new or modified systems and functionality. Test upgrades and enhancements to systems such as the CRM, Banner, Cognos, admissions systems, and other technical tools used by Enrollment Management. Develop and maintain system documentation, business process guides, testing scripts, training materials, and user resources. Train and support users across supported departments, helping ensure successful adoption of system changes, new processes, and enhanced functionality. Use feedback from users to identify issues, refine procedures, and recommend additional improvements.

Advanced knowledge of higher education systems and technology platforms, including CRM systems; Banner; document imaging systems; form builders such as FormAssembly; reporting tools; data warehouse resources; and related enrollment management systems. Ability to analyze existing systems, identify improvement opportunities, recommend solutions, and support implementation of new or modified functionality. Demonstrated ability to lead and coordinate enhancements for admissions systems, CRM platforms, reporting tools, and related enrollment management applications. Ability to gather business requirements, translate user needs into system solutions, coordinate with technical partners and vendors, support testing, and guide implementation. Experience interpreting complex business functions, operational goals, compliance requirements, and user needs and translating them into practical technical solutions, workflows, reports, dashboards, and process improvements. Preferred Demonstrated ability to create, coordinate, and execute test plans for system upgrades, software modifications, CRM enhancements, integrations, data feeds, reports, dashboards, and workflow changes. Ability to evaluate results, troubleshoot issues, and support user acceptance testing. Strong communication and consultation skills, including the ability to communicate technical information clearly to technical and non-technical audiences, collaborate with Enrollment Management users, campus partners, IT staff, vendors, and leadership, and facilitate shared understanding of business and system needs. Demonstrated ability to create, maintain, and improve system documentation, business process guides, user instructions, training materials, testing documentation, and procedural manuals to support consistency, training, compliance, and continuity. Knowledge of audit, compliance, data integrity, and operational controls in admissions, enrollment management, or higher education environments. Ability to design reports, dashboards, tracking tools, documentation, and business processes that support audit readiness and ongoing compliance monitoring.
