Job Summary
-
What You'll Do:
- Develop high-level facility and site master plans, test fits, development scenarios, and alternative concepts that translate departmental operational and service-delivery needs into viable long-range facility solutions.
- Conduct scenario planning and comparative analysis to evaluate alternative facility, land, consolidation, co-location, and development strategies.
- Evaluate potential sites and properties for County investment, including zoning, land use, infrastructure, development constraints, constructability, and long-term suitability.
- Coordinate master planning requirements with County departments and stakeholders, including DTCI, DGS, OMB, DFP, PRCS, and other agencies.
- Apply knowledge of planning, architecture, engineering, construction, and facility development principles to complex, multidisciplinary County projects.
- Evaluate applicable building codes, design standards, land development requirements, ordinances, infrastructure considerations, and cost information when developing planning recommendations.
- Prepare clear planning documents, presentations, reports, conceptual plans, and recommendations for executive leadership and other decision-making bodies.
- Support development of investment-ready projects by helping define project scope, operational requirements, planning assumptions, preliminary costs, risks, dependencies, and implementation considerations necessary to inform the County's CIP process.
- Manage consultant assignments and contracts supporting planning studies, master plans, technical analyses, and other RPAMP initiatives.
- Maintain planning documentation and ensure consultant work products comply with County requirements and established scopes of work.
Knowledge and Skills:
- The successful candidate should have demonstrated knowledge of planning and facility development principles and the ability to independently evaluate complex planning issues involving multiple disciplines and stakeholders.
- Translate operational and service-delivery requirements into physical facility and land strategies.
- Develop and compare multiple planning scenarios before recommending a preferred approach.
- Understand the relationship between planning, real estate, architecture, infrastructure, cost, and capital project delivery.
- Identify risks and constraints early enough to influence County investment decisions.
- Coordinate effectively across departments with competing operational, financial, and technical considerations.
- Manage multiple complex planning initiatives simultaneously.
- Develop concise, defensible recommendations supported by data and analysis
The Ideal Candidate
The ideal candidate is not simply a planner who can produce a plan. We are looking for someone who can connect planning to investment decisions.
The successful candidate will be comfortable working at both the strategic and technical levels - understanding the County's long-term needs while also being able to evaluate whether a particular facility, site, or development scenario can realistically be implemented.
Strong candidates will demonstrate experience in several of the following areas:
- Facility and campus master planning
- Public-sector or institutional planning
- Site planning and development feasibility
- Scenario and alternatives analysis
- Architecture, planning, engineering, or real estate development
- Capital planning and CIP development
- Space programming and facility planning
- Land-use and zoning analysis
- Facility consolidation and co-location studies
- Conceptual site planning and test fits
- Cost and constructability analysis
- Consultant and contract management
- Preparation of executive-level recommendations and presentations
Candidates should also possess the ability to take complex technical information and communicate it clearly to department leadership, executive management, technical partners, and non-technical stakeholders.
Hiring salary is commensurate with experience.
