Environmental Specialist/Manager, Environmental Programs

Job Summary:

Responsible for assisting various internal Tenaska departments to help ensure environmental compliance of operating energy assets, successful permitting of new development assets (including thermal, solar, wind electric generation, and battery storage), participating in due diligence on acquisition efforts, and maintaining environmental knowledge required to offer strategic direction and policy advocacy. Interacts with plant and corporate operations, public relations, regulatory agencies, engineering, legal, and acquisition/development personnel. Job title will be commensurate with the candidate's experience.

Essential Job Functions (should be proficient in most):



  • Recognize, anticipate, analyze, and resolve environmental compliance issues
  • Respond to internal inquiries regarding environmental matters
  • Identify, alert, and interact with appropriate multi-discipline technical staff
  • Build strong relationships across departments that are essential to achieving desired outcomes
  • Manage compliance-filing document control from plant submittal, corporate review, agency submittal, and archival
  • Maintain schedules of required compliance and permitting activities for new development and existing operations
  • Manage the review, approval, and submittal of environmental compliance reports, including those for air emissions, Title V, Tier II, TRI, water/wastewater, emission allowances, regulated waste, etc.
  • Complete administrative filings and maintain environmental report databases for operating entities
  • Review and submit test report documentation, including notifications, protocols and final reports
  • Review and revise plant environmental manuals with input from other subject matter experts
  • Participate in plant environmental audit and transaction due diligence processes
  • Assist in preparation of permit renewals and revisions, including NPDES, Title V, and wildlife take, for operating facilities; includes determining pre-application sampling requirements, preparing applications, managing public notice requirements and working directly with agencies on comments and draft permits until final permit is issued
  • Communicate and build trusting relationships with regulatory agencies, with a particular emphasis on balancing Tenaska advocacy with regulatory requirements and agency resources
  • Track legislative and regulatory initiatives (including USEPA, USFWS, USACE, various state programs) and periodically summarize for others' consumption
  • Evaluate, contract, and manage external environmental consultants as needed, including development of RFPs and scopes of work, establishment of Master Service Agreements and task orders, and review of invoices
  • Participate in various industry groups and coalitions to represent Tenaska's interests
  • As required, perform in the role of project manager for project development including duties such as preparation of schedules, tracking land acquisition, support of commercial proposals, and coordinating the activities of the multi-disciplinary business / technical team
  • Calculate air emissions using various methodologies (capability considered a plus)
  • Review, approve, and submit Continuous Emission Monitoring System ("CEMS") quality assurance, monitoring plan, and emissions data (capability considered a plus)
  • Miscellaneous duties as assigned by management
  • Reliable, dependable, and predictable attendance is required
  • Periodic domestic travel required for project site visits and agency meetings


Education/Experience/Skills

Basic Requirements:



  • Bachelor's degree in science, environmental policy, or engineering
  • 5-15 years of experience in environmental permitting, compliance, and regulatory analysis
  • Excellent communication, interpersonal, motivational and organizational skills
  • Excellent oral and written communication skills
  • Exceptional experience with personal computers and software such as Microsoft Word, Excel, and PowerPoint
  • Adaptability to the use of evolving software tools and of agency online reporting systems
  • Familiarity with structure of, and aptitude for, researching environmental statutes and regulations


Preferred Requirements:



  • Master's degree in science, environmental policy, or engineering and/or Law degree
  • 15+ years of experience in environmental permitting, compliance, and regulatory analysis specifically for fossil and renewable power generation facilities
