Senior Associate, Strategy and Compliance, Substance Use Prevention and Treatment Initiative

Project Overview

The substance use prevention and treatment initiative (SUPTI) works to develop and support policies that address the opioid epidemic. The project does this by providing direct technical assistance to states on how to improve access to evidence-based, high-quality treatment for people with substance use disorders and implement other strategies to reduce the number of overdose deaths. Additionally, the project highlights and disseminates innovative community-based strategies to address the opioid epidemic. Finally, the project conducts advocacy in Washington, D.C., to achieve its programmatic objectives.

To inform this work, the project conducts and publishes research and other information on evidence-based and emerging practices and maintains relationships with external experts and other stakeholders. The team comes from a wide variety of professional backgrounds with policy, advocacy, and research experience.

Position Overview

The senior associate works closely with team members and staff from legal, government relations, and other Pew departments to provide state strategy and compliance support for Pew's state engagements to expand access to effective treatment for substance use disorders. This position reports to the associate manager (strategy and compliance) and helps inform and engage state government institutions, policy makers, and the broader public policy community about Pew's research. The ideal candidate will have state legislative experience, in-depth knowledge of executive branch operations, an educational background in public policy or a related field; knowledge of public health, Medicaid, and/or substance use treatment policy; and work experience undertaking projects involving many partners, complex issues, and extensive relationship building.

This position is based in Pew's Washington, D.C. office and may telework up to 60% of the time. A cover letter is not required for the initial application, but applicants may be asked for a writing sample should they be selected for an interview.

Responsibilities


  • Coordinate with SUPTI state technical assistance team to provide strategic support in state policy engagements, in particular with respect to interactions with government officials and key stakeholders.

  • Identify and build relationships with key state leaders, including legislators, executive branch officials, and other stakeholders, and aid Pew's policy leads in building relationships with these constituencies.

  • Develop and maintain strong collegial relationships with state partners, grantees, contractors, national organizations and constituencies in the issue area.

  • In order to ensure coordinated efforts across Pew projects, serve as a liaison to other state facing departments at Pew including but not limited to: communications, government relations, and state strategy group.

  • Participate in the development of presentations and talking points to support internal and external communications.

  • Contribute political perspective when reviewing policy documents and reports.

  • Support project compliance with IRS and state lobbying laws as well as Pew lobbying rules.

  • Assist with training as needed to team on compliance requirements.

  • Support the associate manager in tasks as needed to maintain a strong relationship with Pew's legal and government relations departments.

  • Assist the associate manager with maintaining project compliance plan and reporting mechanisms.

  • Help foster a work environment that is inclusive, equitable, diverse, and in line with Pew and SUPTI's stated Inclusion, Diversity, and Equity goals.

  • Contribute to and participate in tasks of the project and department as assigned, as well as broader Pew-wide projects and committees as needed.


Qualifications


  • Bachelor's degree or equivalent experience is required.

  • At least four years of applicable experience.

  • General knowledge of state lobbying laws and experience with policy development is preferred.

  • Demonstrated ability to build relationships and support efforts to develop consensus and move toward a desired outcome.

  • Acute political awareness and non-partisan perspective and approach.

  • Strong oral, presentation, facilitation, and written communication skills. An ability to convey complex ideas, thoughts, and concepts clearly and appropriately depending upon the audience.

  • Ability to work professionally and collegially within a creative, fast-paced corporate culture that emphasizes excellence and teamwork.

  • Prior to commencing employment with Pew, candidates for this position who were registered to lobby in any jurisdiction must certify termination of previous registration(s) and provide copies of termination notices with said jurisdiction(s) to Pew.


Travel

Regular domestic travel (up to 50%) for meetings and conferences.
