DESCRIPTION

Under the supervision of the Assistant Vice Chancellor - Resource Management, the incumbent applies campus policies and procedures to resolve a variety of facility management, renovation, and space planning issues. Works on facilities management problems of moderate scope where analysis of situations or data requires a review of a variety of factors. Responsible for assisting in the development of long-range space planning, and the monitoring of facility development and construction processes to determine facility requirements for new Student Affairs initiatives.

Serve as property manager and primary facility support for Student Affairs regarding facility repairs, liaising with tenants and contractors, renovations, and space assignments & utilization in designated VCSA buildings.

Develop and maintain efficient systems to monitor building and space utilization, requests for new and/or additional space and priorities for space assignment. Develop tools to report and integrate data associated with space, safety and facilities; analyze information. Conduct needs assessment and make recommendations to AVC-RM and VCSA for space needs projections and assignments. Review space utilization plans to ensure compliance with safety guidelines. Work with VCSA units, UCSD campus departments, and external/third-party contractors to coordinate construction and renovation projects from inception through final occupancy. Coordinate tenant relocation and removals. Serve as point of contact for moves, capital improvement projects, equipment inventory, and other space and building usage issues.

The incumbent will evaluate and analyze data related to capacity projections, program requirements and facilities to develop options for long-range capital development. Prepare reports for review and approval. Analyze space plans and projects for feasibility. Develop and maintain databases to optimize planning. Represent Student Affairs and participate in deliberations of building advisory, planning and construction oversight committees.

QUALIFICATIONS
  • Working knowledge of practices and procedures relating to facility maintenance. **Experience in long range space planning, move, add and change (MAC) process for facilities, and in monitoring production and quality of facilities work, setting standards, and assess progress. Experience negotiating required services to be provided by internal constituencies (IT, Real Estate, EH&S, Facilities Management) to ensure appropriate resources for relocation.

  • Written communication skills to prepare a variety of correspondence, reports, policies and procedures, and training documents. **Excellent writing and editing skills. Proven ability to research information and prepare concise, well-organized reports and summaries.

  • Skills to work under pressure of deadlines in a stressful environment. Skill and flexibility in organizing, establishing, and changing work priorities, often under the pressure of short deadlines.

  • Active listening, interpersonal communication and problem-solving skills to effectively resolve questions, concerns, issues or problems and ensure cooperative and productive working relationships.

  • Working organizational skills to work on multiple projects with competing deadlines, to establish goals and workload priorities, and to meet project deadlines within budget and time constraints.

  • Working knowledge of practices and procedures of safety and emergency preparedness. Demonstrated knowledge of emergency and evacuation response procedures. Proven ability toinitiate evacuation and ensure compliance.

  • Ability to understand basic contractual documents and terminology.

  • Strong demonstrated skill in using computerized database systems and other software for analysis.

  • Able to assist management to prepare financial projections within defined parameters; understand objectives related to construction and financial targets; understand the internal and external factors and constraints that influence the achievement of these objectives and targets.

  • Knowledge of computer applications related to space management, including experience with CAD and graphic information management systems applications.

  • Experience in securing a building, including responsibility of safeguarding and securing keys; experience with use of commercial door locks and hardware and managing a key inventory database.

  • Working knowledge of computerized maintenance work order system techniques and methods.

  • Knowledge of and ability to coordinate and manage complex space planning and analysis, facilities construction, to oversee renovation projects, perform space utilization analysis, and project budget development. Ability to manage details of complex construction projects and moves.

  • Excellent communication and customer service skills; ability to communicate clearly in person, over the telephone and/or two-way radio.

  • Knowledge of building codes, rules and regulations. Ability to apply departmental and UCSD policies and procedures related to the position. Ability to read and interpret blueprints and specifications.

  • Demonstrated skill in using business computer applications including word processing, calendar, e-mail, spreadsheet, database and presentation software.

SPECIAL CONDITIONS
  • Occasional evenings, weekends and/or holidays may be required for emergency response needs.

  • Job offer is contingent upon satisfactory clearance based on Background Check results.

Pay Transparency Act

Annual Full Pay Range: $43,900 - $91,900 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $21.02 - $44.01

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
