Coordinator - Pre-K Blueprint for Maryland's Future

Baltimore City Public Schools' Early Learning Programs is seeking a Coordinator for the Blueprint for Maryland's Future (or "Kirwan Commission") for Pre-K, responsible for directing, coordinating and managing Early Childhood Blueprint for Maryland's Future initiatives for Baltimore City Public Schools. Knowledge of the Blueprint for Maryland's Future legislation, knowledge of MSDE Accreditation of prekindergarten programs; knowledge of online data/ tracking systems; program evaluation and improvement regarding policy and procedures; able to manage multiple tasks/ projects; developing and initiating policies/ procedures; establish and maintain effective working relationships with various levels of staff and the public; ability to communicate effectively both verbally and in writing; ability to exercise leadership, initiative and sound judgment in making decisions.


Essential Functions



  • District Support:

    • Supports Baltimore City Public Schools with implementing the Early Childhood policy areas for the Blueprint for Maryland's Future.
    • Creates a plan for achieving MSDE Accreditation, aligned to the Blueprint for Maryland's Future timeline.
    • Supports plans for staff to achieve high quality certification.
    • Serves as point of contact for Early Learning Programs for all Early Childhood priorities for the Blueprint for Maryland's Future including, but not limited to, MSDE Accreditation, centralized enrollment, supporting staff to achieve high quality certification.
    • Liaison to MSDE for Early Childhood policy areas for the Blueprint for Maryland's Future.
    • Organizes, creates, and audits district-level information and communication related to Early Childhood priorities for the Blueprint for Maryland's Future.
    • Monitors grants related to Early Childhood policy areas for the Blueprint for Maryland's Future.
    • Creates district-level trainings and announcements as they pertain to aspects of MSDE Accreditation.

  • School Leader Support:

    • Provides knowledge of the Early Childhood policy areas for the Blueprint for Maryland's Future legislation and how it impacts school leaders.
    • Assists with creating and developing school level documents and processes aligned to the MSDE Accreditation standards.
    • Knowledge of MSDE Accreditation standards and the evidence needed to meet each standard.

  • School Support:

    • Provides technical assistance to schools, for planning and evaluating activities related to MSDE Accreditation.
    • Assists with uploading evidence for MSDE Accreditation standards.
    • Coordinates meetings between Pre-k staff, school leaders, Early Learning Program staff to discuss and implement MSDE Accreditation standards.

  • Teacher and Paraeducator Support:

    • Maintains a tracking system for schools in the MSDE Accreditation process (school contact info, dates of visits, feedback levels, PIP information).
    • Assists in creating tracking sheets for meetings, community engagement, parent conferences, etc.
    • Provides in-person support to Pre-k staff and assist with implementing practices aligned to accreditation standards.
    • Assists with uploading evidence for MSDE Accreditation standards.

  • Coordinates and implements a plan for staff to achieve high quality certification.
  • Performs and promotes all activities in compliance with equal employment and non-discrimination policies; follows federal laws, state laws, school board policies and the professional standards.

Desired Qualifications



  • Master's degree in education or related field. Degree must be from an accredited college or institute.
  • Maryland State Department of Education Advanced Professional Certificate with Administrator I endorsement.
  • Three years of early childhood or project management experience
  • Considerable knowledge of project management
  • Knowledge of local library resources.
  • Ability to generate and build effective and successful partnerships across multiple offices and organizations.
  • Understanding of the local political landscape in Baltimore City.
  • Interpersonal skills that ensure effective team building.
  • Excellent verbal and written communication skills, including the ability to make persuasive presentations to diverse audiences and community members and distil complex information for ease of communication.
  • Proficient in the knowledge and use of technical computer applications.
