The Human Capital Office's Talent & Organizational Development department leads the district's strategy around one of the Blueprint focus areas: staff leadership. This department is guided by a vision that all staff members across all employee groups will "lead from their seat" to contribute to organizational effectiveness and student success. As a large urban school district with over 11,000 employees serving nearly 80,000 students, the district requires a highly strategic, and diversified approach to talent development and organizational development. In City Schools, the other two Blueprint focus areas (literacy and student wholeness) serves as grounding for much of the district's learning and development, especially activities focused on Principals, teachers, and related service providers. Meanwhile, in recent years, the district has invested in new ways in more comprehensive staff development, seeking to expand and coordinate learning opportunities for paraprofessionals and school-related personnel, skilled trade workers, a wide variety of District Office staff members - including senior leaders, and more. The Talent & Organizational Development department is structured to focus on three areas of work. The department (1) guides and tracks learning and development across all employee categories in partnership with professional learning providers across the organization, (2) directly facilitates the district's principal and teacher pipelines and induction programs, and (3) implements educator career pathway activities as directed by district-union partnership committees. The Opportunity Culture Educational Associate leads the efforts of the district or charter management organization (CMO) and its schools to reach many more students with excellent teachers, excellent principals, their teams, and related critical supports for instructional excellence by implementing Opportunity Culture models and roles and building a district-wide tutoring culture. The Educational Associate manages the design process for the district design team and each school's design team to ensure consistency and fidelity to the five Opportunity Culture principles, which are strongly correlated with student learning growth. The Educational Associate also collaborates closely with district/CMO leadership and offices-including human resources, communications, curriculum and instruction, and finance-to organize and disseminate information about these models, develop and provide support for staff members in these roles, continuously monitor fidelity of implementation and progress throughout the district/CMO using the Opportunity Culture portal, incorporate Multi-School Leadership, Multi-Classroom Leadership, and other advanced roles, reach as many students as possible, and maintain positive relationships with all who serve students in schools using these models. The Educational Associate collaborates with Public Impact to ensure high-quality implementation and ongoing collection and use of key data to ensure excellent outcomes.
Essential Functions

- Serve as an OC content expert for schools and invest in others to impart OC knowledge
- Align complex processes for OC implementation in each building
- Hold district and school staff accountable for completing tasks and meeting deadlines necessary for results
- Build effective relationships with teacher leaders, principals, district departments and leadership to be able
- Anticipate and respond appropriately to adjustments needed to move forward in the OC development and accountability process, if/when barriers arise
- Coordinate across departments to gather, analyze, and communicate OC outcomes and fidelity of implementation
- Meet on a consistent basis with the district OC team, including bi-weekly meetings with Public Impact and monthly check-ins with District OC staff and leadership.
- Set high expectations of achievement, with ambitious and measurable goals, for all educators using these models
- Co-lead and co-coach teachers and school leaders in the design process for these roles
- Ensure that the daily, job-embedded coaching teachers in these roles get aligns with relevant district training
- Co-facilitate the training and support of all staff in these roles by providing professional learning that capitalizes on their strengths and improves areas of development
- In all actions, convey strong belief that all students can learn
- Ensure the district's and each school's adherence to the five principles, which are strongly correlated with student growth
- Serve as the expert for schools and help others learn design for these models, while developing own expertise with help from Public Impact
- Communicate the Opportunity Culture vision and goals through a collaborative, team-oriented design process
- Hold others accountable for completing tasks and meeting deadlines necessary for results
- Build effective relationships with Opportunity Culture educators, district departments, and district leadership
- Anticipate and respond appropriately to adjustments needed to keep design and implementation progressing, if/when barriers arise
- Set and maintain rigorous selection criteria for applicable roles, with a focus on serving students whose needs historically have not been well met
- Build processes to ensure diversity in advanced roles and the teaching corps overall
- Regularly communicate information and updates about implementation with schools and district
- Facilitate design sessions for teachers and district and school leaders
- Adjust design process for local needs
- Ensure that school plans align with the Opportunity Culture principles and the district vision
- Coordinate across all departments to ensure that quality of design and implementation improves education for students whose needs historically have not been well met, prioritizing small-group teaching and tutoring
- Communicate design and implementation information to internal and external staff and stakeholders to successfully promote these models and roles
- Ensure that the district and each school using these models continue to maintain fidelity, through robust plans and implementation, to the five principles
- Use the portal and coordinate with district departments to gather, analyze, and communicate outcomes and fidelity of implementation, with support from Public Impact
- Respond to data and feedback from educators to continuously improve practices that are barriers to success
- Regularly visit schools to gather observational data on implementation and coaching of all in leadership roles
- Hold principals and educators in these roles accountable for ambitious, measurable standards of academic achievement, instructional excellence, and building a tutoring culture
- Improve using data from Public Impact about the district's performance compared to other districts using these models, and reasons for strengths/weaknesses
- Advocate for equitable student access to excellent teachers, especially for students whose needs have historically not been well met
- Be consistently oriented toward acting on what is best for students and their teachers, and lead others in that orientation
- Hold self and others to high standards, relentlessly pursing solutions to persistent challenges
- Respect and adapt to people across all lines of differences including racial, ethnic, and other identities
- Maximize time and resources using effective time management and organization systems
- Solicit and eagerly receive feedback from supervisor and team members to improve professional skills

- Recruit candidates for MCL, TRT, and RA roles.
- Screen applications and score essays and data submissions
- Communicate with candidates throughout selection process, including application status updates and next steps
- Create, manage, and update OC candidate pool and folders for school leaders to use during school-level selection.
- Orchestrate Behavior Event Interviews for Multi-Classroom Leader and Team Reach Teacher candidates
- Consult with Director of Professional Learning to advise around finance, payroll, and compensation teams to ensure that schools budget the necessary funds for OC implementation
- Use implementation data to facilitate school-based OC redesign plans as appropriate
- Recruit teachers and paraeducators to apply for OC roles including material creation and information session facilitation
- Distribute OC information (process, impact and results data, etc.) across a wide variety of internal and external stakeholders (Board, district executives, public, etc.)
- Coach teachers and provide support to principals in the design process for OC roles
- Review school plans to determine teacher leadership roles and adjustments needed within the district system to ensure a sustainable teacher-leader career ladder
- Ensure fidelity and robustness of the district's and each school's adherence to the five Opportunity Culture Principles to scale and refine components of district-level OC design
- Monitor OC candidate selection process to ensure equity in multiple areas
- Track OC implementation data for Title I progress monitoring
- Other duties as necessary
