Responsibilities

The Draper Program Finance organization is looking for a Program Finance Team Lead that will support our Microelectronic Solutions business area within Electronic Systems. This team lead role is a critical front-line leadership role that will help lead part of this high-performing Finance organization here at Draper and be an integrated team member of a business area that is helping identify, develop, transition, and sustain microelectronics that serve customers. Draper Program Finance collaborates with our internal and external customers, with a vision to be the business partner of choice, to ensure our businesses have the financial acumen, accuracy, and dedicated support to execute significant contracts in support of national defense.

This role reports to the Program Finance Associate Director, with matrixed responsibilities to the Electronic Systems Program Office for Microelectronic Solutions, is directly responsible for the daily supervision of a Program Finance team. This role requires an ability to think strategically and tactically to deliver efficient, consistent and compliant application of financial principles, including Earned Value Management (EVM), Estimates-at-Complete (EACs), and Risks & Opportunities (R&O).

The Team Lead will provide direction to staff according to established policies, procedures, and management guidance. They will be responsible for providing guidance and direction to their respective business areas on related policy and procedure, and foster an environment of continuous improvement that includes, recommending and implementing new process and tools as appropriate to enhance automation and analytics.

Responsibilities:

    Supervises staff and assists in the generation of EVM deliverables, EACs, and R&O management
  • Drives the frequent, accurate, and transparent program-level inputs for budgeting and forecasting
  • Budgets/Forecasts at the program level by element of cost and granular Work Breakdown Structure (WBS) for award contracts, as well as provides transparency/insights into follow-on work and new business opportunities
  • Monitors and proactively communicates program funding levels
  • Reports program level metrics, and generates internal and external reports
  • Generates financial information for the Program Management Reviews (PMRs)
  • Generates financial information for the Quarterly Business Reviews (QBRs)
  • Collaborates with Cost Estimating team to provide historical actuals and program insights
  • Collaborates with Program Management and Billings teams to drive timely invoicing and collections
  • Collaborates with Program Management and Contracts teams to drive contract modification execution in a timely and compliant manner
  • Leads program level accruals, cancellation of funds, and contract closeout efforts
  • Supports internal and external audits as required
  • Identifies and complies with applicable cost accounting standards (CAS) and acquisition regulations (FAR, DFARS)
  • Performs special projects, process improvements, and other ad hoc analyses as required


Qualifications

Required Qualifications:

  • Bachelor's degree in Accounting or Finance, MBA, CPA, or equivalent experience, strongly preferred
  • At least 6 years of experience leading high-performing teams in a rigorous and complex environment; or 3 years of experience with a Masters or Advanced Degree
  • Proven ability to train and supervise staff with diverse experience
  • Prior demonstrated experience executing various contract types (FFP, FPIF, CPFF, CPIF, T&M)
  • Demonstrated experience in EVM, including external reporting
  • Demonstrated command of relevant accounting subject matters, including for ASC 606
  • Working knowledge of relevant federal acquisition regulations (CAS/FAR/DFARS)

  • Detail-oriented with the ability to ensure tasks are completed on time and accurately
  • Proficient with Microsoft software, including advanced MS Excel skills
  • Demonstrated ability to initiate improvements in reporting systems and business processes
  • Ability to embrace and drive organizational change
  • Ability to balance priorities in a dynamic, matrixed environment
  • Self-starter that is capable of working independently and in a team environment
