Systems Engineer for Infrastructure Construction Projects

MINIMUM SKILLS & REQUIREMENTS:



  • Bachelor's Degree and 10+ years of experience associated with system engineering focused on construction, operation of industrial facilities or test and evaluation infrastructure
  • Broad familiarity with various MEP (mechanical, electrical, and plumbing) systems such as; electrical power distribution, high pressure air generation and storage, compressors, boilers, steam generation, industrial heaters (electrical, natural gas, methane, hydrogen, or other), instrumentation and control systems for industrial processes, buildings for industrial use, water cooling for industrial equipment (pumps, heat exchangers, etc), hydraulic systems, gas process handling equipment (valves, piping, regulators, instrumentation), reliability and maintenance best practices, operations and maintenance
  • Demonstrated leadership and management
  • Familiar with system engineering principles and their application to project management
  • Familiar with system safety, hazard analysis, and risk mitigation
  • Excellent written and verbal communication
  • Proficient using Microsoft Office Software including: Outlook, Word, PowerPoint, Excel, OneNote, SharePoint, Teams
  • Creative problem solver
  • Organized and detail orientated while able to multi-task
  • Hard working and efficient and can work without direct supervision in a fast-paced environment
  • The employee is expected to be based in the national capital region and work from the TRMC office in the Mark Center in Alexandria, Virginia; however, some telework is available
  • Able to hold a secret security clearance


DESIRED SKILLS & REQUIREMENTS:



  • Familiarity with gas dynamics, hypersonic wind tunnels or other test and evaluation infrastructure
  • Experience monitoring the performance of a performing industrial facility construction and operation contractor
  • Experience as employee of a contractor performing industrial facility construction and operation
  • Worked on Department of Defense or Federal Government infrastructure projects
  • Willing to relocate to national capital region and work from the TRMC office in the Mark Center in Alexandria, Virginia; however, telework is available
  • Interest in learning about high-level hypersonic test and evaluation concepts and infrastructure in-order to become more proficient at developing written program documents
  • TS/SCI eligible

The Department of Defense (DoD) Test Resource Management Center (TRMC) plays a critical role in support of the warfighter. TRMC ensures that DoD components have the appropriate test and evaluation (T&E) infrastructure required to research, develop, field, and maintain military systems. Recently, the United States has accelerated its efforts to develop air vehicles that travel at hypersonic speeds (greater than Mach 5 or approximately 3,000 miles per hour). To enable these systems, the TRMC has funded several major projects and has established a project management team to modernize hypersonic test infrastructure. The duties described in this job description are critical to enable the project management team to oversee the execution of these projects. This is a newly established effort and as a founding member, the ideal candidate would be excited to play a significant role in creating the team that enables program success.

PRIMARY DUTIES & RESPONSIBILITIES:



  • Monitor the performance of the contractors that are designing, building, and operating various hypersonic wind tunnels
  • Perform system engineering duties including tracking requirements and risks for wind tunnel projects
  • Plan project design reviews to include entrance and exit criteria
  • Review risk and requirement tracking deliverables from contract performers and generate high level summaries for program leadership
  • Contribute to drafting the technical sections of contract documents to ensure successful construction and operation of hypersonic wind tunnels
  • Contribute the writing of contract documents, for instance a performance work statement PWS. Establish sections that require content from the various members of the team, working with the project lead to assign sections, and reviewing drafts and requesting revisions as needed
  • Develop contract documents that are clear and concise, however not overly constraining to enable the performer to meet the government's needs in the most efficient manner
  • Develop processes and maintain procedures for systems engineering monitoring of the contract performer during design, construction and operation of the infrastructure
  • Analyze pros and cons of using performer system engineering system or developing a government framework that the performers would be required to use
  • Work with system safety and hazard analysis lead to appropriately combine system safety and system engineering processes in optimal ways where they are complementary
  • Utilize the Microsoft Teams- and SharePoint-based communication and file management systems
  • Follow administrative and sensitive data guidelines
  • Contribute to monthly reports
  • Contribute to briefings and memos pertaining to project status
  • Travel approximately 20% of the year to performer worksites to observe design, construction, and operations
  • Other duties as assigned
