MINIMUM SKILLS & REQUIREMENTS:



  • 5-8 years' experience managing and leading small technical test and evaluation project teams
  • Excellent written and verbal skills
  • TS/SCI clearance


DESIRED SKILLS:



  • Previous JT&E project management experience within last five years
  • Experience with TTP/CONOPS development
  • Previous experience in one or more of the following areas:

    • SATCOM
    • Dynamic Fires
    • All-Source Targeting

FILLING THIS POSITION IS CONTINGENT UPON FUNDING

PRIMARY DUTIES & RESPONSIBILITIES:



  • Serve as Project Manager (PM) for the Maka Nui Joint Feasibility Study (JFS) project designed to develop TTP to integrate Maka Nui sensor with ground and space communication systems for data resiliency and redundancy
  • Prove the feasibility to test data transport resiliency and latency and develop a TTP for an optical ground sensor (laser communications) capability
  • Lead contractor responsible to the Maka Nui JFS Director for the daily operations of the Maka Nui JFS contract team
  • Work with the Test Director, Joint Test Support Cell and sponsoring organizations to develop and present the project's Program Master Plan to the Technical Advisory Board and Senior Advisory Council to gain successful charter decision from the Director for Strategic Initiatives, Policy, and Emerging Technologies (SIPET), Directorate of Operational Test and Evaluation (DOT&E)
  • Ensure the project is conducted in accordance with (IAW) the Joint Feasibility Study Director, Joint Test Support Cell and JT&E Handbook
  • Responsible for developing and executing the project's work breakdown structure (WBS), conducting weekly team meetings, developing monthly reports, reviewing and adjudicating monthly invoicing for labor and travel expenses
  • Responsible for the development and delivery of all contract deliverable items IAW the Maka Nui contract which includes but is not limited to the Project Master Plan, input and assistance to the Consolidated Resource Estimate for the two year Joint Test, the conduct of the Joint Warfighter Advisory Group, conduct of TTP/CONOPS writing groups, initial test venue coordination and conduct of various project vetting boards and councils
  • Responsible for the day-to-day operation of the contract team composed of Subject Matter Analysts, TTP/CONOPS developers, PMP Book Boss, and Operations Research Systems Analysts. Members of the team shall include experience in engineering, satellite communications (SATCOM), Dynamic Fires, and All-Source Targeting
  • Additionally responsible for the tracking of the project team's labor and travel budget IAW FARs and contract budgetary limits, as well as oversight of all SRC and Subcontractor teammate invoicing
