Project Manager III (Information Security Governance)

Overview

To plan, manage, and execute all aspects of life-cycle projects from inception through implementation. To develop project plans and deliver solutions on schedule and within budget in support of service innovations and organizational and process changes/enhancements.

Responsibilities

  • Remediation planning, coordination and reporting for audit, investor relations, and regulatory matters.
  • Ensure the effective identification, mitigation and management of information security risks arising from business activities. In addition, provide guidance and advice to senior management on the status of their control environment related to standards compliance, risk identification and control issues. Identify critical areas to monitor and escalate issues and findings to appropriate stakeholders and governance committees.
  • As applicable, articulate implications of risks and issues related to data management and protection to sponsors and risk owners and, if necessary, assist with security exceptions or issue management.
  • Translate control deficiencies into action plans and provide recommendations to enhance governance practices in alignment with risk and compliance frameworks.
  • Support the team rules of Scrum, eliminate impediments, and lead the team in efforts for relentless improvement and heightened efficiency.
  • Ensures effective management of projects from inception through implementation.
  • Defines, develops, and executes project plans, including scope definition, expectations, activities, cost estimates, and schedules.
  • Works with the business group to determine and understand business requirements.
  • Manages projects from concept through the planning, analysis, design, testing, implementation, and transition phases.
  • Directs and leads Project Teams by developing and coordinating work plans, schedules, milestones, deliverables, and training.
  • Manages project budgets including risk and impact of changes to project plans.
  • Identifies and minimizes project risks or constraints that would impact project deliverables.
  • Identifies, communicates, and resolves branch/division/department areas of concern, or cross-organizational that may impede or impact other projects/initiatives.
  • Maintains/archives project documentation.
  • Oversees project progress to ensure project documentation and schedules are in compliance with previously agreed requirements and standards.
  • Identifies, escalates and/or resolves issues associated with project(s) ensuring deliverables conform to established quality and schedules.
  • Monitors and controls risks ensuring timelines are met and project goals are attained.
  • Facilitates project team and client meetings for the resolution of project issues.
  • Provides project status reports to management.
  • Serves as primary point of contact for project management and related issues.
  • Secures resources and ensures optimum utilization of those resources, meeting budgetary requirements
  • Allocates project team assignments to ensure accountability, establishes a team environment, manages personnel changes, and executes the training plan.
  • Manages, executes, and communicates project plan, changes, direction, approach, and priorities based on changing business requirements, circumstances, new information and/or budget considerations to stakeholders.
  • Establishes team objectives and assignments, reviews work products, and provides timely feedback to staff regarding performance; may provide input to team members' performance appraisals.
  • Promotes team building and skills development of project team members.
  • Manages multiple, large, and highly complex projects.
  • Participates in developing, modifying, and executing department policies, standards, and processes.
  • Provides guidance on issues having department and/or organization-wide impact.
  • Works on complex issues requiring in-depth knowledge of organizational objectives and competing priorities.
  • Solves highly technical and complex problems.
  • Negotiates with or influences division/department management to facilitate project resolution within timelines and budget constraints.
  • Manages relationships with vendors, participates in contact negotiations, oversees contract quality assurance, budget, and cost mechanisms.
  • Performs other related duties as assigned.

Qualifications

  • Bachelor's degree in Information Systems, Computer Science, Engineering, Business, Mathematics, Economics, or related field, or the equivalent combination of education, training and experience.
  • Solid hands-on experience as a Lean-Agile Leader through mindset; helps the team embrace Agile core values and adopt and apply agile principles.
  • Lead across the enterprise to ensure right sized compliance and alignment to industry best practices via Lean-Agile Methodology.
  • Advanced verbal, written, interpersonal, and presentation skills to communicate clearly and concisely technical and non-technical information to all levels of management and a strong EQ.
  • Effective skill to influence, negotiate and persuade to reach agreeable exchange and positive outcomes.
  • Advanced skill building effective relationships with all levels of staff, management, stakeholders, and vendors, through rapport, trust, diplomacy and tact.
  • Advanced skill exercising initiative and using good judgment to make sound decisions.
  • Solid hands-on experience leading risk and/or compliance related activities in financial services or other relevant industry.
  • Extensive experience in the development of risk management frameworks along with the requisite implementation.
  • Advanced knowledge of information technology systems, project processes, and application development.
  • Advanced organizational, planning and time management skills.
  • Advanced research, analytical, and problem-solving skills.
  • Proficiency and experience using software applications, e.g., Microsoft Word, PowerPoint, SharePoint, Microsoft ADO,etc.

Desired Qualifications

  • Extensive knowledge of federal banking safety and regulations and extensive familiarity of CAMELS, FFIEC and examination approaches from NCUA, OCC, FHFA and the CFPB.
  • Extensive knowledge of industry leading risk management frameworks such as COSO, COBIT, NIST CSF, ITIL.
  • Professional certifications including, but not limited to any of the following: PMP, CSM, PMI-ACP, FRM, PRM, CISA, CISM, CISSP, CGEIT, CRISC, CFE, CPA, CIA, CIPP, ISA, AWS and etc.
  • Knowledge of Navy Federal Credit Union instructions, standards, and procedures.
