Workforce Analyst (Human Capital Planning) Arlington, VA / Hybrid MUST: Active DoD Secret clearance and eligible for Top Secret with SCI Experienced Workforce Analyst 10+ years of experience with related policy development experience ideally in the area of workforce Strong understanding of how the DoD uses/tracks/determines Human Capital Management Extensive experience in technical workforce competency development, modeling, and assessment Experience developing data-rich strategic workforce plans, strategies, and reports Expertise and experience in conducting job task assessments to develop technical competencies, work roles, knowledge, skills, and abilities Experience designing, developing, and implementing competency assessment proficiency levels and tools Advanced MS Word, PowerPoint, Excel, and Outlook application skills Strong communication skills both written and verbal with the ability to present information to senior staff members Highly analytic with strong attention to detail Well polished and able to present information and ideas to Senior leadership within the DoD Bachelor's Degree in Industrial/Organizational Psychology, Organizational Behavior, Human Capital Management, Human Resources, Organizational Development, Business Administration, or related field DUTIES: The ideal candidate will support DoD client efforts focus on strategic or operational workforce planning initiatives Regularly be involved in heavy meeting preparation and provide data and information for leadership team to help decide and shape current and future workforce policy with the DoD Help with leveraging cross-functional data, tend analysis, and predictive modeling to develop recommendations (courses of action) to aid decision making processes that affect the organizational changes and business processes Develop a comprehensive policy development roadmap that identifies and sequences the requisite DoD Directives, Instructions, Standards, and/or Manuals that need to be developed for the new program Experience helping government client to craft the messaging for Senior DoD Leadership Identify needed and/or modified DoD authorities for the development of Fiscal Year Legislative Proposals Facilitate the strategic workforce planning process and provide technical expertise for the development the DoD Artificial Intelligence Strategic Workforce Plan, composed of short and long-term strategies to workforce address challenges and opportunities Conduct job task assessments to develop technical competencies, competencies, work roles, knowledge, skills, and abilities Assist the client with coordination and comment adjudication throughout the official policy staffing process Resolve difficult and complex staff coordination issues related to key stakeholder engagement and strategic initiatives Maintain cognizance of relevant human capital trends and best practices for the artificial intelligence workforce Prepare reports, briefs, white papers, correspondences, strategic communications, etc. Quadrant is an affirmative action/equal opportunity employer.
