Senior Program Manager Washington, DC - Hybrid MUST: Active Public Trust clearance required Experienced Senior Program Manager 10+ years of IT Project Management experience, focusing on agile projects 2 + years specialized experience in leading IT DevSecOps projects with a minimum of managing fourteen (14) twelve (12) person Agile team(s) 3+ years specialized experience in business process analysis and change management Demonstrated experience in executing agile programs with AI/ML Project Management Professional (PMP) certification required Experience managing large complex IT programs for Federal customers related to new product development and modernization (ideally for services that leverage big data and include integrations with other source systems) required Experience strategizing, planning, leading organizing, and motivating project delivery team required Experience monitoring and managing the financials and staffing of an IT program required Demonstrated ability to determine and implement improvements for program to achieve quality, and customer excellence required The ability to obtain DHS Suitability is required You have experience leading IT programs, managing SLA's and delivering mission critical solutions is preferred Experience with PMBOK/PMI best practices for project management preferred Excellent people and project management, collaboration, communication, and leadership skills and experience preferred Ability to establish and maintain a high level of client trust and confidence preferred Able to support program growth and growth across the agency Open to people, ideas, and creative methods to drive innovative solutions Demonstrate integrity, commitment, and accountability Emphasize smart approaches, results, quality, and client satisfaction Customer and relationship-focused, process-driven, results-oriented, and self-motivated Experience managing programs at the Department of Homeland Security preferred Strong interpersonal skills including mentoring, coaching, collaborating, and team building Strong written and oral communication skills A bachelor's degree in Computer Science, Information Technology Management or Engineering, or other comparable degree or experience required DUTIES: Develop, cultivate, and manage client relationships Maintain lines of communication and delivery with government contracts and contracts technical representative staff Assist in team development while holding teams accountable for their commitments and removing roadblocks to their work; leverage organization resources to improve capacity for project work; and interview, select, develop and evaluating team members Define and manage project management processes and champion ongoing process improvement initiatives to implement best practices for technical project management Team build and promote the empowerment of the team, ensure that each team member is fully engaged in the project and making a meaningful contribution, and encourage a sustainable pace with high levels of quality for the team Manage project financials and supporting contract documents ensuring a healthy project gross margin, appropriate staff utilization, funding and contracts paperwork, invoicing and payments, budge to actual variances, financial and staffing projections, estimate to complete and estimate at completion, project management review reporting, and, if appropriate, earned-value reporting Prioritize, lead, and manage tasking of project team and completion of assignments Evaluate, prioritize, and manage impacts of project scope changes Collect and translate business requirements into technical requirements Quadrant is an affirmative action/equal opportunity employer.
