Title: Program Project Control and Finance Manager

Location: Alexandria, VA

Clearance: TS/SCI with the ability to obtain and maintain a CI polygraph

Responsibilities:



  • Responsible for overall program financial and asset tracking
  • Prepare monthly, quarterly, and annual financial activities such as Estimates at Completion (EACs), Forecasting, and Annual Operating Plan (AOP); Monthly Status Reports (MSRs)
  • Trend and variance reporting (performance vs AOP/Forecasts)
  • Develop, maintain, and analyze spend plans and Estimate to Complete (ETC) for assigned projects
  • Assist in preparing purchase requisitions, monitoring subcontractor costs, and preparing accruals
  • Provide backup documentation for customer invoice submissions, and aid in discussions and analysis of variances between forecast and actuals
  • Responsible for review of invoices to ensure adequacy/accuracy on allocation of funding (at CLIN/SLIN/ACRN)
  • Interact with customers and internal stakeholders on matters such as contracts, subcontracts, contract accounting, and pricing
  • Work closely with stakeholders to establish and monitor program execution towards milestones, key events, and significant accomplishment criteria
  • Manage Unanet procurement workflow and input
  • Develop and manage program plans, task trackers, and schedules, ensuring alignment with PWS and WBS requirements
  • Prepare and analyze a variety of reports related to the status of funds to include commitments, obligations, and liquidations, travel, staff salaries, and other workload indicators



Requirements:



  • Bachelor's degree in business administration, management, finance, or related field required with and 8 years' experience
  • Strong understanding of government contracting procedures and regulations
  • Must have government contract pricing experience
  • The ability to multitask, prioritize, and manage time efficiently
  • PMP or CSM certification required
  • Required to be onsite at minimum 3 days per week
  • TS/SCI with the ability to obtain and maintain a CI polygraph
