This position supports Amgen Global located at One Amgen Center Drive, Thousand Oaks, CA., 91320, within the bio-pharmaceutical industry.

Primary Responsibilities as Applied to Project Delivery Services (PDS):

Provide electrical engineering project support to include:
Act as Engineering Technical Lead (ETL) for assigned electrical projects. This role is similar to a technical project manager or projects engineer with focus on technical aspects and governing policies and procedures set by client.
Perform VFA / field audits in support of GLAM program (Global Lifecycle Asset Management) Projects.
Ensure all policies, procedures, work processes, safety guidelines, and programs are in compliance with Applicable Law, Company Policies and other pertinent codes and requirements.
Conduct feasibility studies and participate in project development.
Perform the role of "Owner's Engineer" on projects.
Support project to apply for the power capacity increasing & get power Company approval for the power supply plan of new project.
Participate in project scope efforts to ensure optimal design work provided by others.
Attend design reviews and scope identification meetings as required to ensure design meets company requirements and specifications.
Work with various departments with Company, outside institutions and contractors on new project design
Set and provide engineering criteria and requirements for system operation
Perform capital justification and budget support
Review and approve design packages and specifications
Review and approve Turn Over Packages.
Ensure utility issues are addressed during conceptual design development. Review all design drawings and documents and work with the Project Managers to coordinate construction activities to minimize impact to operations. In conjunction with Planner Schedulers and Project Managers, schedule required facility and utility shutdowns. Assist small and large size project groups and outside consulting engineers by providing information on the sites utilities for the purpose of constructing new facilities or the modifications of existing.
Provide project management to plan and execute small capital and expense projects. Prepare cost estimates, scope of work, coordination, and planning of work.
Assist in identifying and executing energy reduction projects.
For capital assets, ensure paperwork is processed to update the CMMS and to properly document in financial systems.
Ensure all safety, environmental, and GxP standards are strictly adhered to within the facility.
Conform to approved CAD standards and manage all drawings in and out of site's Engineering Information Document Management Center.
Support the development and updating, and govern implementation of all standards.
Ensure compliance with portfolio wide initiatives and required local, state and federal laws and regulations that pertain to the utility operations.

Secondary Responsibilities as Applied to Integrated Facility Management (IFM):
Provide electrical engineering support for activities including, but not limited to:
Plant engineering for maintenance of building and equipment systems.
System ownership, as required, for building and equipment systems.
Reliability centered maintenance of building systems.
Trouble-shooting and root cause analysis to support operations.
Long Range Planned Maintenance project assessments.
Ensure all policies, procedures, work processes, safety guidelines, and programs are in compliance with Applicable Law, Company Policies and other pertinent codes and requirements.
Inspect assigned systems for documentation and operating parameters.
Establish performance matrices for assigned systems & equipment.
Assist in preparing maintenance schedules
Coordinate with external power Company for power quality improvement.
Determine critical parts and working stock inventory requirements.
Develop solutions to technical problems & drive the solution implementation.
Review power Company's switching procedures and oversee high voltage switching.
Ensure all software and drawings are up to date.
Monitor electrical use on site.
Assist with system shutdowns for system upgrades/repairs and/or when connecting new equipment or tools to Low Voltage/Medium Voltage/High Voltage systems.

Qualifications:
B.S. and 5-15 years of electrical experience with engineering, design, operation and maintenance of industrial central utility systems and power plants (Co-generation).
BSEE degree required, preferably with a concentration in Power Systems.

Electrical power system experience required

System expertise should focus on chilled water/steam/electrical generation and distribution. Industrial power experience and knowledge of IEEE/NFPA required for compliance and system analysis (e.g. short circuit analysis, protective relay coordination arc flash analysis, power load analysis, reliability, etc.)

2-10 years of construction, commissioning and start-up experience for central utility electrical systems and power plants (Co- generation) is desired but not required.

Proven leadership and communication abilities as well as demonstrated success with engineering/design coordination, scheduling/planning, follow-up/control, teamwork and organizational skills.

Excellent interpersonal communications skills are required.

Knowledge of maintenance practices, processes and priorities.

Able to interact with all levels of the organization and outside contractors, architects, and engineers.
