OCAP (Office of Cameras, Access Control, & Parking) is responsible for and oversees the systematic and daily operations of campus physical safety and identity management. The mission of
OCAP is to establish, implement, and maintain best practices to ensure a continuous and ongoing physically secure environment as well as manage all ID card uses for our students, staff, faculty, and campus patrons & visitors.
OCAP is divided into areas of operation including physical safety project planning and management, access control & surveillance systems (
ACSS), and campus ID card and commerce (One Card) services. |
| Primary Description of Work |
Assistant Director is responsible for operations and maintenance of all aspects of the
UNCSA One Card office, employees, systems and Parking Services. Expected to oversee Cardinal Parking system and provide good customer service, sound fiscal practices, and continued growth of the One Card System applications, revenue and acts as the Access Control & Surveillance System's Administrator. Responsible for all user application functions of Cardinal Parking system and the One Card system including establishing/updating/maintaining data attributes and fields by entry into a text-based vendor-supplied software package. Not only is the One Card used for campus identity, it is a prepaid flexible spending account utilized across campus for a wide variety of purchases, meal plans, and building access verifications. Parking and the One Card program is an integral element in the functioning of the
UNCSA campus.
The Assistant Director is responsible for administering campus parking services, including the management of the Cardinal Parking system, decal processing, parking space inventory, and enforcement support. This position ensures that parking operations are efficient, accurate, and responsive to the needs of faculty, staff, students, and visitors. Maintains the Parking website, produces critical reports, and provides direct support to the Chief of Police and Deputy Chief of Police.
Manager is on-call 24/7. The Director will be contacted for back-up when the Assistant Director is not available.

| Description of Responsibilities and Duties |
Serves as the system administrator for or the application manager of the assigned systems:
* Transact/Illumia - access control and campus commerce systems
* Sequoia with Transact/Illumia Cloud
POS or campus Point of Sale system
* Milestone XProtect / video management system
* Jira- departmental ticketing system
* Confluence- departmental knowledgebase system
* Atlassian Assets/Insight
*
Instant ID card production system
- Cardinal Parking System
Oversees the functionality Fof the assigned systems to ensure they meet the needs of the campus; to include:
* Software
* Hardware
* Testing of systems
* Scheduling critical updates
* Training
* Campus communication
Coordinates the resolution of issues, developmental changes, the necessary process changes to team members, supervisors and campus constituents.
Analyzes problems and design technical solutions to specific departmental needs including spreadsheets, word processors, database, presentation graphics, client/server applications, communications protocols.
Manages the communication between campus, vendors, integrators, and technicians to ensure issues are being resolved and documentation is completed in a way that provides required data for present and future needs.
Contributes in a wide range of projects as both an individual and team levels proving to be very capable leader and team player. Has to plan and organize projects and daily operations to benefit the department and the campus. Works closely with direct and senior level management to develop processes, procedures and standards.
Reviews and provides input for, and follows-up on assigned projects, goals and objectives.
Manages multiple projects with varying complexities with ease and confidence
Manages project team members by providing clear responsibilities, deadlines, and expectations
Interacts with various campus clients to achieve the business solutions that meet campus needs.
Provides responses with a necessary sense of urgency. Exceeds customer service requirements.
Analyzes and assesses client needs to help deliver appropriate reports, troubleshoot problems and responds to customer needs.
Conducts follow-up to ensure client satisfaction.
Supervises other team members to ensure the department's custom services is held at the highest standards.
Manage the
Cardinal TickeTrac system and oversee all campus parking operations. Process parking decals for faculty, staff, and students, ensuring accurate records and timely fulfillment of requests.
Maintain an up-to-date
inventory of all campus parking spaces and provide data to support institutional planning and operational needs.
Maintain and update the
Parking website, including the new student checklist, parking services details, and decal fee information.
Ensure decal fees are accurately reflected in both the system and on the
UNCSA Parking website, with updates communicated promptly through
My-SA.
Generate and submit required reports, including the
Adjudication Packet, Issued Violation Report, and Parking Appeals Report, in compliance with deadlines and the Chief's 10-day appeals response requirement.
Manage
account holds for unpaid parking fees, ensuring timely placement and removal. |
