For additional information on CORE, please visit our website: www.medicine.yale.edu/core Reporting to the Executive Director, the primary role of the Associate Director, CORE Project Management Office (PMO), is to lead our government and non-government portfolio of contracts and grants by providing governance, alignment, management, and optimization across multiple projects to achieve success. Develop and implement processes and procedures to accomplish overall objectives and ensure teams meet deadlines and budgets for deliverables. Maintains direct oversight of large sized projects, including those involving multiple technologies, significant operational or implementation risks, complex business functionality, and broad implications for the business. Use experience and judgment to facilitate, plan and accomplish goals. Align top-down vision, goals, and objectives from business strategy through to the successful completion of projects. This role will provide leadership, training, influence and mentoring for project teams. Additionally, this role is responsible for the escalation of project related risks and issues and has accountability and overall programmatic ownership of project KPI metrics. This role will implement and monitor the short-term and long-term strategic direction for the CORE PMO. Will implement PMI based training related to contract budgeting, schedule management, resource management and other project management techniques. Will development, and train to, various project management policies and procedures. May also be responsible for supervising, overseeing, and assisting with operational tasks including but not limited to adequate staffing, implementing strategies for operational effectiveness, and managing direct reports. Serves as a member of the CORE management team and participates in strategic planning. The duties of this position are not intended to be all-inclusive and may be expanded to include other duties that management may deem necessary. The duties of this position can be carried out remotely if this meets the business needs of CORE.

Responsibilities

  • 1. PMO: Lead the management, implementation, and reporting of strategic cross-functional programs/initiatives by working with a dedicated team to implement and promote best practice standards in project delivery across the organization and ensure project plans and schedules are effectively managed. a. Provide effective guidance by coaching, mentoring, and training a team of Project Managers, Project Technical Coordinators, and other users of the PMO methodology in planning, organizing, and documenting project activities by keeping stakeholders informed, educated, and updated on PMP processes. b. Assign project management resources based on skills, complexity, and level of technicality. c. Lead weekly integration team meetings and lead proactive issue resolution. d. Actively monitor all project and program milestones by working with the PMO team to pre-empt and mitigate risks, triage issues, and generally problem solve using Unanet, an enterprise resource planning (ERP) platform for Government Contractors. e. Analyze project risks and issues, and implement solutions by developing best in class processes, procedures, and standard operating procedures (SOPs) to be deployed across CORE. f. Bring best practices through demonstrated knowledge and experience. g. Uses knowledge of PMO best practices to contribute to the growth of the CORE PMO. h. Develops tools and metrics (e.g., dashboards) to assist leadership in monitoring CORE's project performance, employee engagement and overall business plan goals. I. Manage critical success factors and develop standard metrics for implementation to measure utilization and performance across all projects.
  • 2. Has YNHH Management responsibility for PMO team, including overseeing delegation of work and technical work; training staff; recommending and implementing management strategies to improve workflow and quality and assuring timely completion of high-quality deliverables. Develops SMART goals for staff, conduct performance reviews, and provides coaching and disciplinary action as required.
  • 3. Interfaces successfully with the internal PMO staff as well as the Business, Operations, and Contracts and Compliance teams at CORE to define, implement best in class project management methodologies, standards, and tools.
  • 4. Prepares and develops presentations to all levels of management to promote the adoption of strategies or encourage investments in necessary technology and future work.
  • 5. Determine project related communications to leadership and various project and program stakeholders to facilitate project delineation, course, and status, as well as collaborate with business leaders to achieve the goals of assigned projects.
  • 6. Ensures compliance with contractual requirements and regulations established by the funding agencies, Yale-New Haven Hospital, Yale New Haven Health, Yale New Haven Health System, Yale University, and outside agencies.
  • 7. Contributes to overall CORE environment by supporting and driving employee satisfaction, retention, and engagement with sincerity and passion, and seeking ways to improve engagement of staff across CORE.
  • 8. Designs, develops, and implements strategies to improve operational leadership.
  • 9. Assists with recruitment and hiring of staff when needed.
  • 10. May be called on to provide regular, effective communication to team regarding CORE strategic goals, policies and procedures, project updates, and other news via staff meetings, email updates, newsletter, etc.

Qualifications

EDUCATION

Undergraduate degree in a technical or business-related field required. Graduate Degree in Business Management and or Administration, or Operations Management (or related field) strongly preferred.

EXPERIENCE

Minimum of 8-10 years of experience in managing large scale projects and professional teams required. Project Management Professional (PMP) or related project management certification required. Excellent analytical, writing, verbal, and presentation communication skills required. Experience in healthcare industry or healthcare federal contract/grants experience is preferred, but not required. Experience with ERP systems or advanced project management software required. Mastery of skills related to role include organizational design, employee engagement and staff development, coaching, training, and support.

LICENSURE

PMP, PgMP, PfMP, or similar.

SPECIAL SKILLS

Demonstrated leadership ability to establish and manage, mentor, coach, and train a high-performance team. Ability to motivate a team, communicate clear expectations, and take corrective action when needed. Excellent interpersonal skills. Well-developed oral and written communication, organizational, analytical, leadership, presentation, and interviewing skills. Management, supervisory and training skills required. Ability to plan, organize, and run effective collaboration meetings with all levels across the organization. Must be self-confident but also can network and influence behaviors/actions through listening, persuasion, and diplomacy, and be able to build and lead a highly skilled PMO. Is an effective communicator who thinks strategically and has a strong customer service orientation. Is action oriented and not afraid to get into the details of the work that need to be accomplished. Demonstrates sound judgement and proven ability to manage expectations and communications. Has proficiency in change management, communication planning, and execution. Is an ambassador for positive change.
