Summary

The Lead Associate, Proposal Pricing supports the Proposal Pricing Team, assisting the agency to secure large-scale multi-million dollar grant and contract funding from USAID and other institutional donors. The position will interact closely with Cost Leads, Proposal Managers, Technical Leads, Award Managers, Finance Managers, and consortium partners in the U.S. and country field programs.

What You'll Be Doing (Essential Duties)

Cost Proposal Development (70%)



  • Review and analyze solicitation documents;
  • Prepare required cost documentation and annexes;
  • Complete detailed spreadsheet reviews to check for mathematical and formulaic errors, compliance factors, and alignment against other guidance or parameters as defined by the Cost Lead;
  • Proofread and copyedit budget narratives;
  • Organize production of final cost proposal which includes document production, error checking, "white glove" reviews, and formatting;
  • Lead cost proposal development on subrecipient opportunities (building proposal budget and narrative in accordance with instructions and standards from prime applicant, proposal team, and internal policies and procedures);
  • Serve as Partner Budget Coordinator liaison to subrecipients (review cost proposal submissions, negotiating budget matters, and track/follow-up on partner deliverables).


Knowledge Management and Learning (20%)



  • Track and execute enhancements and revisions to tools, templates, and guidance documents;
  • Improve functionality, efficiency, and productivity of current tools and templates;
  • Manage intranet-based resource library, ensuring that all intranet pages are current and functional.
  • Assist with preparation and development of materials for the team's Learning Strategy;
  • Support the delivery of trainings through a variety of modalities (in-person instructor-led trainings, virtual instructor-led trainings, job aids, and on-the-job learning).


Team and Department Support (10%)



  • Assist Senior Director with maintenance of different team management, knowledge management, and reporting platforms;
  • Support Proposal Managers and other department staff as needed.


Required Qualifications



  • Minimum of a High School Diploma or equivalent, plus at least 3 years of relevant experience
  • Professional proficiency in MS Office suite to include advanced proficiency in Microsoft Excel
  • Professional proficiency in spoken and written English
  • Demonstrated ability to communicate and collaborate effectively with individuals and teams at all levels, both internally and externally
  • Demonstrated commitment to fostering and maintaining and environment of diversity, inclusion, and belonging.
  • 2-3 years' experience in proposal/business development
  • Basic understanding of international development and U.S. Government business requirements and ways of working
  • Ability to handle multiple tasks simultaneously with accuracy and attention to detail, and work under pressure with flexibility for competing/evolving priorities
  • Ability to work in a fast-paced, deadline driven work environment
  • Able and willing to undertake primarily international travel, up to 10% of the time, occasional on short (one week's) notice


Preferred Qualifications



  • Proficiency in French and/or Spanish
  • Interest/experience in knowledge management
