The Director, Quality Assurance provides effective quality assurance leadership for the Company. The Director is responsible for development, implementation and oversight of the Quality Assurance (QA) and Performance Testing (PT) programs to ensure compliance with Department of Energy (DOE), National Nuclear Security Administration (NNSA), Los Alamos National Laboratory (LANL) and Northern New Mexico Integrated Security (N2MIS) directives and contract requirements. The Director oversees and conducts inquiries, investigations and enforcement actions and assessments of policies, procedures and processes for operations, administration and all other functions as needed and ensures proper reporting as required. The QA Director conducts trend analyses and ensures work is executed in accordance with Integrated Safety Management (ISM), Integrated Safeguards & Security Management (ISSM) and Quality Assurance functions and principles.

RESPONSIBILITIES



  • Responsible for development, implementation and direction of the Quality Assurance and Performance Testing programs to ensure compliance with DOE, NNSA, LANL and N2MIS directives and contract requirements.
  • Develops and maintains applicable policies and standard practices dealing with QA and PT activities and implementation of documents and internal procedures for the QA and PT organizational unit.
  • Provides leadership, guidance, direction and supervision to the division staff.
  • Oversees the N2MIS Quality Assurance (QA) program.
  • Develops the annual Quality Assurance Plan and recommends submission for LANL approval.
  • Develops quality initiatives and improvement recommendations. Assists staff in implementation of Process Improvement principles.
  • Oversees the annual Assessment Program schedule development and execution.
  • Oversees the Requirements Management System.
  • Oversees the N2MIS Performance Testing program.
  • Ensures PT requirements are met through coordination with internal and external stakeholders and provides written feedback for inclusion in training assessments and protection strategy analyses.
  • Provides oversight and accountability for the development, coordination, publication and maintenance of response strategies for emergency preparedness that address new requirements and/or correct identified deficiencies.
  • Oversees and supports Force-on-Force and other Performance Testing activities to ensure compliance with DOE requirements and provides unbiased assessments of protective force strategies and proficiencies.


QUALIFICATIONS



  • Work is performed onsite. Position is not remote.
  • Bachelor's degree in an appropriate discipline from an accredited institution, college or university.
  • Minimum of ten (10) years' experience in Security, or other related field, nuclear safety/security and or other directly related experience.
  • Minimum of five (5) years of supervisory experience.
  • Currently have, or be able to obtain and maintain, a Department of Energy (DOE) Q level security clearance. Obtaining this clearance requires US citizenship except in extremely rare circumstances.
  • Currently have, or be able to obtain and maintain, certification in the Human Reliability Program (HRP).
  • Ability to obtain and maintain a valid New Mexico driver's license.
  • Knowledgeable in Federal and State Laws and Regulations, Department of Energy Orders, Manuals, Guides, and Standards, Los Alamos National Laboratory (LANL) and N2MIS policies, procedures, and orders which pertain to quality assurance, safeguards and security, personnel management, budgeting and training.
  • Knowledge of DOE Performance Testing practices and requirements.
  • Proficiency in business strategic planning methods.
  • Excellent written and oral communication skills and the ability to convey information, draft correspondence, proofread text and prepare reports professionally and tactfully.
  • Ability to manage a multi-faceted department with diverse customer needs.
  • Ability to motivate, manage change, apply decisive and appropriate judgment under normal and emergency operations.
  • Strong statistical and analytical skills.
  • Ability to promote teamwork.
  • Must be able to work with all levels of management and diverse ethnic groups.
  • Ability to handle classified materials as prescribed by DOE and LANL policy and procedure.
  • Work independently and manage multiple tasks including assignment of proper prioritization while maintaining strict attention to detail and accuracy.
  • Exercise initiative and work well under pressure.
  • Recognize and formulate solutions to training and performance deficiencies, and complex operational and physical security-related problems and to effectively team in developing and implementing a strategic plan.
  • Advanced technical and narrative writing skills.
  • Possess time, task, office and project management and problem-solving skills.
  • Must possess intermediate-level computer skills to include proficiency with the Microsoft Office Suite of software.
  • Supervisory skills to include planning, organizing, hiring, promoting scheduling, coaching, team building, developing subordinates, conflict resolution, directing activities of employees, administering personnel actions (i.e., discipline, performance appraisals and salary administration, etc.).
  • Must be skilled in creative problem solving, interpersonal communications, conflict resolution, interviewing skills, organizing, scheduling, and providing direction to staff.


  • Desired Education and Experience (Considered a Plus):
  • Professional Certifications in a related field.
  • Knowledge of the prevailing Collective Bargaining Agreement (CBA) as it applies to operational personnel.
  • Knowledge of Protective Force and firearms safety operations and procedures.
  • Knowledge of the critical aspects of protecting and transporting multiple forms of Special Nuclear material.

WORKING CONDITIONS

Work is performed in an office setting and in the field in various conditions, including inclement weather.

PHYSICAL REQUIREMENTS

Physical demands of this position vary from situation to situation. May be required to lift and carry awkward items weighing up to forty (40) pounds. Sedentary work involves extended periods of sitting while engaged with a computer terminal or phone. Must have close visual and auditory acuity to perform activities such as preparing and analyzing data and figures, transcribing; viewing a computer terminal; determining the accuracy, neatness and thoroughness of work; or to make general observations of facilities or structures. May be subject to hazards such as moving vehicles. Requires intermittent standing, walking, sitting, squatting, stretching and bending throughout the workday.
