Facility Planner - Hill AFB, UT

The Facility Planner will support Cherokee Nation Management & Consulting's client, the 75 CEG/CEN Civil Engineer Engineering Division at Hill AFB, Utah Review, proofread, and correct technical reports, documents, and correspondence between contractors, A-E firms, and Government personnel.

Site Work Location: Hill AFB

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:



  • Assists in the planning, development, programming and advocacy of FSRM, UMMC, and MILCON requirements.
  • Develops facility requirements in accordance with applicable AF guidelines, criteria and business rules.
  • Understands and applies appropriate facility planning criteria such as UFC, NFPA and IBC, etc.
  • Assists in the development of the Base Comprehensive Asset Management Plan (BCAMP) to include reviews, approvals, and submissions.
  • Prepares parametric (Class 3) and unit price (Class 1) construction cost estimates using estimating tools such as PACES, RSMeans Cost Books and E4Clicks.
  • Assists in the development of the following: Project Scoring Worksheets (PSWs), Comprehensive Planning Platform (CPP), Vector Checks, Simplified Analysis of Alternative (SAoAs), Conceptual Charrette Reports(C2Rs), 5 Rs (Robustness, Redundancy, Resourcefulness, Response and/or Recovery) Condition Index (RCI), DD Form 1391s, Facility Space Worksheets, etc. as outlined by the Air Force Installation and Mission Support Center and the Air Force Civil Engineer Center published business rules and guidance.
  • Simultaneously manages multiple requirements.
  • Performs other job-related duties as required.


SUPERVISORY/MANAGEMENT AUTHORITY

No supervisory or management authority.

EDUCATION AND EXPERIENCE

BS in engineering, architecture or construction management with 5 years' experience as a Construction Project Manager or Commercial Construction Estimator. Experience and understanding of the military planning and programming process.

KNOWLEDGE, SKILLS AND ABILITIES



  • Ability to simultaneously manage multiple requirements.
  • Ability to work independently with minimal supervision.
  • Excellent communication skills both oral, visual and written.
  • Proficiency in Microsoft Office products (Excel, Word, PowerPoint and Outlook).
  • Experience in RSMeans Cost Books and PACES required.
  • Experience in GIS and NEXGEN IT (TRIRIGA) desired.
  • Experience in E4Clicks desired.
  • Experience with VAST, BUILDER SMS, PAVER SMS and Tableau desired.
  • Ability to successfully pass drug screening and a federal background check is required.
  • Experience with programming of high-interest, high-visibility Air Force projects.
  • Working knowledge of project programming/DD1391 development practices is required.
  • United States citizen with a clear background for government security investigation with the ability to obtain a Clearance or Common Access Card (CAC).
  • Ability to successfully pass a drug screen and federal background check is a must.
  • Cherokee Federal employees are included as covered employees in U.S. Presidential Executive Order 14042, which mandates Covid vaccines for federal contractors. Executive Order 14042 is currently blocked from enforcement pending court proceedings. Therefore, Cherokee Federal is halting the application of the mandate; however, if the injunction is lifted, Cherokee Federal will restore administration of the vaccine requirement.


WORK ENVIRONMENT

Work is primarily performed in a climate-controlled office environment. Project site surveys will be required.
