Summary



Supports and assists the Director of Contracts in the areas of Performance Work Statement (PWS) compliance, quality and production requirements, staffing and scheduling needs, reporting, training and proposal development, inventory control, and budget and contract compliance for assigned contracts.



Essential Duties and Responsibilities



* Demonstrates Palmetto Goodwill's Amazing Customer Experience (ACE) Culture, I-CARE Values, Mission, and Vision in all actions.

* Teams with Contracts leadership team to coordinate the process of creating a Business Support Services Strategic Sales Plan.

* Participates in identifying, researching, and preparing a Business Plan for potential new business ventures considered during the continuous planning cycle.

* Monitors and identifies sources of winnable contracts including but not limited to, Federal, state, and local websites for contract opportunities.

* Works with Contracts Leadership Team to develop a monthly new sales call goal for prospective business partners; obtains endorsement and coordination from VP of Commercial Services. Sales contacts may be initiated in person, by phone, other electronic communication, and/or by various other media.

* Creates new business contracts through targeting, prospecting, and developing qualified opportunities throughout Palmetto Goodwill's 18 county service area.

* Build pricing and quotes for all elements of new contract opportunities to include labor, equipment, supplies, and vehicles if applicable.

* Support and assists Project Managers (PMs) in the recruitment and hiring of contract

personnel needed to support established business goals and objectives.

* Develops, implements, and maintains training programs for PMs and staff to ensure understanding and compliance of all line of business within Contracts division and PWS.

* Remains up to date with developments or changes to the PWS and/or new contracts; ensures information is communicated effectively to all team members involved.

* Develops, implements and oversees the delivery and maintenance of a Quality Control Program.

* Supports and provide leadership in assisting PMs with resolving quality, productivity and safety issues associated with the division's awarded contracts.

* Responds to customer concerns; documents how concerns are addressed; initiates processes to prevent recurrence.

* Reports all complaints to the Contracts Director within 24 hours for customer follow-up by the Director.

* Assists PMs with addressing staffing and scheduling needs.

* Acts as backup for contract sites as needed.

* Monitors contract division supply and equipment use to ensure expenditures are within

budget constraints.

* Monitors and tracks monthly contract supply invoices to ensure accuracy of orders against product received; ensures ordering and billing information are correct; reports discrepancies for immediate attention; identifies inconsistencies, over utilization, or other concerns to safeguard agency assets.

* Supports security team in processing required security clearances.

* Supports Cybersecurity Maturity Model Certification compliance.

* Assists with proposal development for both new contracts and renewals.

* Supports Safety Division with compliance of safety programs and initiatives.

* Perform other job-related tasks as assigned.




Supervisory Responsibilities



Directly supervise project managers. Carries out supervisory responsibilities in accordance with the agency's policies and procedures. Responsibilities include: interviewing, hiring, training employees, planning, assigning, and directing work, performance appraisals, composing/ managing budget, rewarding and disciplining employees and addressing/ resolving problems.




Qualifications



Must be able to:

* Obtain and maintain the required security clearance as stipulated by contract.

* Obtain ServSafe certification within 60 days of start of Contract.

* Read and interpret complex documents, contracts, information, requirements, etc.

* Read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.

* Research from various sources (including internet); gather and analyze data as it relates to Contract Statements of Work, training requirements, compliance guidelines, etc.

* Interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

* Write routine reports and correspondence.

* Perform basic mathematical calculations, including addition; subtraction; multiplication; division in all units of measure, including whole numbers, common fractions, and decimals.

* Multi-task effectively; set priorities; be able to adjust to frequent changes, delays or unexpected events; be flexible and/or adaptable as work requirements change.

* Meet deadlines; be self-directed and able to work autonomously/independently as needed.

* Thrive in a dynamic, fast-moving environment.

* Work effectively in a team-based environment; interact professionally with a highly diverse team member base on a regular and routine basis.

* Work a flexible schedule, including nights and weekends, and be able to travel to multiple site locations across business region.

* Drive/travel as a function of overall responsibility.

Must have:

* Knowledge of military command structure and federal contracts.

* Proven record of experience, high achievement, and success in the fields of Training and Development.

* Multi-cultural sensitivity: ability to demonstrate a sensitivity and awareness of diversities in people and cultures.

* Demonstrated leadership and management ability.

* Strong time management skills, with focus on the ability to handle multiple project needs simultaneously.

* Excellent written, verbal, and interpersonal communication skills.

* Proficiency in Microsoft Word, Excel, PowerPoint and Outlook.

* High attention to detail and accuracy.

* Enthusiasm for the mission of the organization.

* Valid driver's license and automobile insurance acceptable to Goodwill's liability insurance carrier. Frequent travel is required.

Preferred:

* Prior experience working with military institutions and federal contracts.



Education and Experience



Bachelor's or other four (4) year degree from accredited college/university preferred with emphasis in Business, Business Administration, or a related field. Ten (10) years of experience in a leadership position. A combination of experience and education will be considered.



Physical Demands

* Ability to lift and maneuver 40-pound cartons.

* Ability to operate food service equipment and custodial equipment.

* Full range of motion.

* Ability to stand, squat, bend, twist, crawl, kneel, climb, reach above shoulders.

* Ability to maintain continuous walking, standing, bending or stooping for extended periods of time.

* Ability to communicate effectively in English both oral and written form.

* Sight required to visually check food service operations.

* Ability to work in a warm and cold environment.

* Ability to hear and respond to internal paging system and warning devices.



Work Environment



The team member occasionally works near moving mechanical parts and in outside weather conditions and is occasionally exposed to wet and/or humid conditions, fumes or airborne particle, extreme cold, extreme heat, and risk of electric shock. The noise level in the work environment is moderate.
