Nature of Work: This is professional work responsible for the planning, organizing, implementing, managing, and ensuring compliance of all aspects of the city's grant program and serving as technical authority on grants. Employees in this classification are responsible for complex budgeting and accounting work pertaining to the specialized field of government grants and contracts. Employees in this classification work with relative independence, exercising considerable judgment and initiative, however, receive general supervision from an assigned supervisor.

Education and Experience: The knowledge, skills, and abilities may be acquired through, but are not limited to, the following combination of education and/or experience.

Bachelor's degree in public administration, business administration, finance, or a related field AND Three (3) years of progressively responsible, professional level organizational and administrative experience in community development or federal program administration and grant administration.

Special Qualifications: Must be able to transport oneself or coordinate transportation to work sites throughout the City during the course of the workday.

Pay Range: $71,676.80 with step increases to $92,560.00 Annually

Examination Information: The examination will consist of a structured interview which will be scheduled at a later date. The structured interview is designed to assess job-related knowledge, skills, and abilities for this position. The final eligibility list will be assembled from those candidates achieving a passing score of 60% on the structured interview (100% weight).

Veteran Points: To claim five (5) points for veteran's preference, you must submit proof of service (such as a DD-214) that includes the date of induction, date of honorable separation, and Social Security number. (You must have completed more than 180 consecutive days of active duty.) To receive an additional five (5) points credit for disability, you must submit proof of eligibility from the United States Department of Veterans Affairs dated within the last 12 months. This information must be submitted to the Human Resources Department by September 25, 2024.

Required Knowledge, Skills, and Abilities:

* Knowledge of the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance) issued by the U.S. Office of Management and Budget.
* Knowledge of the principles and practices of public administration and the structure and functions of municipal government.
* Knowledge of the guidelines for grant application preparation and funding processes.
* Knowledge of the principles and practices of program development and administration.
* Knowledge of the use of modern office systems, practices, and procedures.
* Knowledge of business English, spelling, grammar, and punctuation.
* Knowledge of and ability to operate a computer or other technology using standard or customized computer or systems software applications appropriate to the assigned tasks.
* Ability to analyze and evaluate accounting and auditing issues and to develop accurate and complete statements, reports, and recommendations.
* Ability to conduct research and effectively analyze and evaluate data.
* Ability to interpret and apply regulations and policies.
* Ability to develop standards and policies.

Essential Functions: Any one position may not perform all of the duties listed, nor do the listed examples include all of the duties that may be performed in positions allocated to this class.

* Participates in the maintenance of comprehensive fiscal processes, procedures, and controls for fulfillment of, and compliance with, grant requirements; audits a variety of financial documents for completeness, accuracy, and conformance with uniform accounting requirements and with program regulations, goals, and objectives.
* Develops budgets for grant programs. Prepares reports as required. Reviews new and existing contracts for reporting requirements, forms, and due dates. Interfaces with internal and external stakeholders regarding budgets, expenses and other pertinent matters relating to assigned grants.
* Executes and monitors fiscal activities throughout the grant life-cycle including pre-award reviews, post-award monitoring and administration, and final closeout.
* Reviews invoices from vendors and subcontractors, initiates related payments, facilitates vouchering, draw down documentation, accounting and financial reporting of grant funds.
* Works with funded partners toward resolution of questioned cost or compliance concern/finding identified through documentation review.
* Assists in preparation and maintenance of financial reports and other records in accordance with federal and state regulations; conducts fiscal assessments and prepares written findings as required.
* Provides compliance oversight of funded projects ensuring agencies abide by the terms of their contract, specifically allowable services and associated costs.
* Evaluates grant program expenditures and compares to budget on a quarterly basis to assure statutory compliance.
* Provides technical assistance and guidance to subrecipients and grants administration staff in the best practices and utilization of budgeting, accounting, and compliance practices.
* Assists in the coordination, preparation and submission of grant applications.
* Assists with the preparation, negotiation, and implementation of program and financial monitoring with internal departments and outside agencies.
* Maintains standards for disbursement of funds for grant activities as directed; ensures current budget guidelines and program rules and regulations are followed.
* Meets with city, state, and federal officials, residents, and community organizations to establish successful working relationship and alliances.
* Provides city departments with expert technical and professional assistance in preparing policies, programs, and financial documents.
* Prepares documents necessary for City Council approval of grant awards and grant purchases.
* Maintains accurate files and records on all assigned programs and prepares required reports.
* Maintains regular job attendance in accordance with a schedule established for the position by the supervisor.
* Performs other related duties as assigned or as the situation dictates within the scope of this classification.
