Assistant Vice President, Technology Product Management

Overview

Serve as a key leader within the Enterprise Data and Information Management (EDIM) division, providing strategic vision for Scaled Agile Delivery and Data Engineering Product Support (DEPS) services. Lead and develop a team of high-level professional Scaled Agile practitioners and Data Product Support engineers and serve as a subject matter expert (SME) and coach for Agile delivery methods across Product Engineering & Delivery Services (PEDS).

Provide forward-looking, industry perspectives on the design and implementation of Scaled Agile (SAFe) delivery approaches. Partner and collaborate with Product Engineering & Delivery Services (PEDS), Member Strategy Office, Infrastructure Operations and Risk Management, Lean Agile Center of Excellence, and the Enterprise Program Management Office to drive consistent Scaled Agile delivery methods and adoption across NFCU.

Responsibilities

  • Partner with senior business, technology product, and engineering leaders to implement Lean Portfolio Management approaches and Agile delivery services across the NFCU Enterprise Data and Analytics Ecosystem
  • Engage Agile practitioners and leaders across ETS to design, implement, and mature a Scaled Agile Delivery Community of Practice (CoP) to enable definition and adoption of Agile standards, best practices, and operating procedures
  • Lead, develop and mature a high-performing Integrated Delivery Services team into a world class Agile Delivery and Product Support capability
  • Design, implement, and manage processes, procedures and standards for Enterprise Data and Analytics Portfolio intake, requirements engineering, Scaled Agile Program Increment planning and execution
  • Oversee the delivery of Data Engineering Product Support services, including Incident, Problem, and Service Management; design, implement and manages processes, policies and operating standards and ensure timely, effective, and high-quality services
  • Develop and lead the delivery the DEPS Quarterly Service Review (QSR)
  • Develop and implement delivery metrics, KPI scorecards and dashboards to monitor Agile delivery adoption and portfolio delivery and performance across PEDS
  • Own and maintain operating budgets for the Integrated Delivery Services team
  • Recruit, develop, and retain a high performing team of Agile practitioners and Data Product Support engineers
  • Champion the value proposition and services offerings for the Integrated Delivery Services team with business and technical stakeholders across NFCU
  • Serve as a contributing member of the Enterprise Data & Information Management leadership team
  • Perform other related duties as assigned

Qualifications

  • Bachelor's degree in Computer Science, Management Information Systems, Data Analytics, Mathematics or related technical field. Master's or MBA Degree preferred
  • Demonstrated full lifecycle delivery and support experience with Big Data technology stacks include Azure Data Lake, Azure Synapse, Cosmos DB, Databricks, Oracle, Service Now (SNOW), etc.
  • Significant demonstrated experience in developing key Agile delivery roles such as Release Train Engineer (RTE), Scrum Master, Scaled Agile practitioner, Agile Delivery Process Coach, Lean Portfolio Manager
  • Experience in cloud delivery environments (Microsoft Azure, AWS, GCP)
  • Experience with project management software systems such as Azure DevOps
  • Experience in developing and implementing Data Engineering Product Support services using ITIL/ITSM frameworks
  • Significant demonstrated experience in defining and implementing service delivery performance metrics and KPI dashboards
  • Exceptional executive presence with proven ability to communicate effectively with senior executive audiences
  • Strong collaboration capabilities with proven expertise in driving alignment across diverse business and technology stakeholders
  • Strong leadership capabilities with experience collaborating with and leading, mentoring, and engaging cross-functional teams
  • Advanced budget/financial management skills
  • Advanced communication and presentation skills to clearly and concisely communicate highly technical solutions to technical and non-technical audiences at all levels of the organization

Desired Qualifications

  • 10 plus years of experience in Scaled Agile delivery approaches
  • 5 plus years of direct people management experience
  • MBA degree
  • Current advanced certifications in SAFe, ITIL/ITSM
  • Knowledge of Navy Federal Credit Union instructions, standards, and procedures
