Full Time (40 hours)

Day Shift; 8:00am - 5:00pm

Position Summary:

Position is responsible for the preparation, review and administration of contracts relating to construction projects. Job also consists of overseeing/supervising Contract Administrators and other Procurement Office personnel as required. Protect and promote the interest of Johns Hopkins Hospital and Health System in all matters. This position reports to the Project Executive for Business and Administrative Practices and all work is performed under the general supervision of the Project Executive for Business and Administrative Practices.

Education:




  • Bachelor's degree in business or a construction related area.
  • Experience beyond the work experience requirement may be substituted for the degree on a 2 years of experience in Contract Administration, Construction Administration, Project Management or a related field for 1 year of education basis. i.e. 8 years



Work Experience:




  • Requires Five (5) years of related and progressive experience as a Contract Administrator or comparable position.



Knowledge / Skills:




  • Proficient knowledge of procurement theories, principles and processes typically acquired in contract administration, project administration, project management or related field.
  • Functional knowledge of contract terms and conditions and their integration into the procurement process and related documentation. This knowledge should include a strong understanding of contract vehicles and their usage (e.g. Time and materials, lump sum, CM-at risk, etc.).
  • Functional knowledge of construction industry bidding and procurement processes.
  • Proficient knowledge of design, engineering and construction industries practices and related procurement processes.
  • Proficient knowledge of computer applications such as Windows, Outlook, word processing (e.g. Word), Excel,, etc.
  • Functional knowledge of scheduling and project management computer applications including, but not limited to Microsoft Project and Constructware.
  • Requires the analytical skills to collect information from diverse sources, apply professional principles in performing various analyses, and summarize the information and data in order to solve problems
  • Advanced interpersonal/communication skills in order to communicate effectively with all levels, from Board of Trustees to staff (e.g. all internal stakeholders) and external stakeholders including Contractors, Vendors, Architects and other non-JHMI personnel.
  • Ability to draft, understand and explain complex procurements and related documents and processes such as Requests for Proposals, Project Manuals, contract terms and conditions to internal and external stakeholders (includes Vendors, Project Managers, Contractors, Architects, etc.).
  • Ability to maintain confidentiality.
  • Functional knowledge of key risk areas related to construction and design contracting and an ability to account for such risks in related procurement documentation.

Salary Range: Minimum 28.05 per hour - Maximum 46.31 per hour. Compensation will be commensurate with equity and experience for roles of similar scope and responsibility.
