Department Overview
Budget Analysis and Planning (BAP) manages UC's annual budget and conducts long-range financial planning. BAP's role includes analysis of the complex factors which influence the university's budget, development of the annual budget requests to the State, and coordination with the campuses on a wide variety of budget-related issues. BAP advocates in support of the university's budget and works with leadership from across the university system to integrate local and UC-wide priorities into forecast and planning.

Position Summary
Uses advanced concepts and University objectives to resolve highly complex issues pertaining to the systemwide budget. This may include developing and advancing policy positions through liaisons with governmental staff. Assignments are typically complex or large and include politically sensitive issues or content that are critical to the institution, potentially requiring discretion and leadership.

Key Responsibilities

  • 45% Researches, gathers, analyzes, and summarizes information used in the preparation of the systemwide operating budget. Often translates quantitative data into narratives and other materials used in critical presentations in support of proposed budgets and / or policy direction for the systemwide budget. Assignments require analysis of multiple factors or data sources. Able to synthesize complex issues and present them in a creative and non-technical manner.
  • 20% Manages policies and processes related to enrollment planning, including the collection of campus data used in the development and support of the systemwide operating budget. As part of these efforts, coordinates and engages with campus stakeholders across the campuses to ensure accurate and timely submissions of data.
  • 25% Interacts and interfaces directly with high-level stakeholders at various UC locations and public agencies and the community to develop solutions to highly complex problems. Leads highly complex projects, requiring facilitation and collaboration with representation across functions / locations.
  • 5% Coordinates with and provides support to colleagues within the department; in particular, often serves as a mentor to less-experienced staff members.
  • 5% Works with administration, and other communication professionals as required, to create, develop, and disseminate policy briefings, responses to request for information and legislative reports.

Experience

  • Min 7 years Relevant experience and / or equivalent experience / training.

Skills and Abilities
Required Qualifications

  • Thorough knowledge in data collection and analysis techniques; statistics or social science research techniques; knowledge of campus-specific computer application programs (for example, query tools and relational databases); knowledge of campus principles and procedures.
  • Advanced ability to provide good judgment and decision-making, problem solving.
  • Advanced ability to actively listen, think critically thinking, good interpersonal skills and ability to multi-task.
  • Meticulous attention to details as demonstrated by regularly verifying all work thoroughly to ensure accuracy.
  • Advanced ability to handle sensitive data.

Preferred Qualifications

  • Ability to present complex findings and recommendations in a clear concise manner both in writing and verbally.
  • Advanced understanding of campus and systemwide budgetary systems and policies.
  • Advanced knowledge of the fundamentals of writing, grammar, syntax, style, and punctuation.

SPECIAL CONDITIONS

This position has been approved for a hybrid work arrangement. The person hired must report to work on-site at UC's Office of the President (UCOP) located in Oakland, CA, on Tuesdays and Wednesdays, subject to change. The person hired will be required to reside in the state of California.
