About the opportunity

SWCA Environmental Consultants is seeking an Air Quality Project Manager to join our national Air Quality practice. SWCA provides our clients with high quality air permitting, planning, and modeling services across the country. Qualified candidates will have demonstrable consulting experience in the power generation, oil and gas, and/or industrial sectors.

This position is hybrid and/or remote eligible.

What you will accomplish

  • Serve as project manager for a variety of air quality permitting, planning and modeling services across the country.
  • Manage projects including overall responsibilities for budgets, schedules, technical staff deployment and mentoring, client relations, change management, report writing and technical report QA/QC, and proposal scope and costing as appropriate.
  • Serve as a technical resource for air permit applications or amendments, environmental compliance reporting, estimating emissions, and regulatory compliance analyses for various industry sectors.
  • Following regulatory requirements and/or greenhouse gas programs, prepare emission estimates based on site-specific information.
  • Prepare registrations for state agencies and assemble other documents as necessary for submittal to the state and local regulatory agencies for our clients.
  • Review air dispersion modeling analysis in accordance with project requirements and guidelines.
  • Take responsibility for team safety, develop safety plans (when applicable), and anticipate potential safety hazards.
  • Collaborate with other SWCA practitioners to execute air quality projects, including participating on teams comprised of Air Quality professionals from multiple offices across the organization.
  • Support growth and development of SWCA's air quality services.

Experience and qualifications for success

  • Requires a Bachelor's degree in engineering (chemical, environmental, or mechanical engineering preferred), or BS degree in environmental science or atmospheric science with relevant experience.
  • Seven (7) years of consulting experience in one or more of the following air quality areas required: air quality permitting, dispersion modeling, emission inventories, air quality construction and operating permits; and/or compliance reporting.
  • Experience with all phases of project development including proposal writing, initial constraints analysis, and permitting, as well as experience managing budgets, invoicing, maintaining project schedules, and supporting quality assurance/quality control efforts.
  • Experience in project management and client management.
  • Working knowledge with the appropriate regulatory authorities and regulations such as Green House Gas (GHG), Title V, Prevention of Significant Deterioration (PSD), New Source Review (NSR), Best Available Control Technology (BACT), Lowest Achievable Emissions Rate (LAER), New Source Performance Standard (NSPS) and Maximum Achievable Control Technology (MACT).
  • Excellent oral and written communication skills.

Preferred qualifications:

  • P.E. of E.I.T. licensed.
  • Demonstrated consulting experience in the power generation, oil & gas, and/or industrial sectors.
  • Experience performing, NEPA air quality resource analysis including technical writing.
  • Experience performing and managing noise impact assessments.

An employee in this Remote-based position can expect an annual salary of $92,560.00 - $121,680.00. Actual pay within this range may depend on experience, qualifications, geographic location, client requirements where applicable, and other factors permitted by law. Regular-status employees are also eligible for performance bonuses.
