Description

The IEB Project Manager is an important position within the Investigations and Enforcement Bureau of the Massachusetts Gaming Commission (MGC). Reporting to the IEB Director, this position is responsible for overseeing the progress of investigations from inception to completion, ensuring that they are completed on time and within scope.

The Project Manager is responsible for project planning, solving a myriad of complex issues and managing teams. They work closely with various divisions in the IEB to facilitate the completion of extensive suitability investigations of applicants seeking licensure. These divisions include the Division of Licensing, Office of Chief Enforcement Counsel, Division of Financial Investigations, and the Gaming Enforcement Unit of the Massachusetts State Police.

Duties and Responsibilities (including, but are not limited to):



  • Project Planning: Develop detailed project plans, outlining project scope, goals, deliverables, timelines, and resources for completing investigations of applicants for gaming and sports wagering licensure.
  • Risk Management: Identify project risks and develop mitigation strategies to avoid or minimize disruptions to project timelines. Anticipate new investigation cycles to align with relicensing.
  • Team Coordination and Collaboration: Lead, coordinate, and collaborate cross-functional teams within the IEB and among team members to ensure smooth execution and delivery of project milestones (including the final deliverables of Suitability Reports). Work to resolve conflicts in a way that is constructive and beneficial to the Bureau.
  • Resource Management: Monitor time and resource budgets, ensuring resources are allocated efficiently and projects are completed within time constraints.
  • Stakeholder Communication: Regularly update stakeholders on project status, potential risks, and mitigation plans. Maintain positive relationships with Division heads, team members, and other stakeholders.
  • Quality Assurance: Ensure project deliverables meet the required quality standards and specifications as determined by the IEB, and in accordance with Massachusetts regulations. Ensure all aspects of the project are covered, accurate, and nothing is overlooked.
  • Problem Solving: Address and resolve any issues or obstacles that arise during the project lifecycles. Ability to weigh different factors (cost, time, resources) to make the best possible choice for the project.
  • Project Reporting: Prepare and deliver project reports, status updates, and presentations to senior management.
  • Continuous Improvement: Identify areas for process improvement and implement best practices for future projects.
  • Other duties as assigned.

Qualifications

Required Skills and Qualifications:



  • Bachelor's degree (or equivalent experience)
  • Certifications in Project Management (e.g. Project Management Professional)
  • At least 6 years of experience as a Project Manager, with a successful track record of managing projects from initiation to completion
  • Excellent communication, organizational, and leadership skills
  • Ability to manage multiple projects simultaneously while meeting overlapping deadlines
  • Strong problem-solving skills and a proactive approach to managing challenges
  • Willingness to adjust plans when unexpected changes occur or new information arises
  • Ability to anticipate the long-term impact of decisions
  • Strong knowledge of project management methodologies (e.g., Agile, Waterfall, Scrum, etc.)
  • Experience with budget management and resource allocation.


Preferred Qualifications:



  • Master's degree
  • Experience in gaming and sports wagering

The MGC offers a hybrid work environment and requires staff to work at least two days in the Boston Office. Based on business needs, additional in-office days may be required.

Salary is commensurate with experience.

The successful candidate must pass an extensive background check conducted by the Massachusetts State Police. It includes a full credit check, CORI (Criminal Offender Record Information), fingerprinting, drug test, reference checks, review of IRS Income Tax Transcripts for the last four years, and a Certificate of Good Standing from the Massachusetts Dept. of Revenue (DOR).

The Massachusetts Gaming Commission is responsible for the implementation of the expanded gaming law (Chapter 194 of the Acts of 2011) and regulatory oversight of G.L. chapter 23K (casino gaming), chapter 23N (sports wagering), and chapter 128A (horse racing). Under these laws, the Commission is tasked with establishing a regulatory framework for the solicitation, licensing, taxation, and oversight of a maximum of three casino licenses and one slots parlor only license, the provision of in-person and digital sports wagering, and the live and simulcasting of horse racing in Massachusetts.
