Mission Statement

The mission of the Massachusetts Gaming Commission is to regulate the legal casino, horse racing, and sports wagering industries with integrity and transparency. Our goal is to maximize consumer protections, minimize negative impacts, and promote responsible gaming through regulation, research, and informed policy making. The Commission endeavors to create a fair and safe gaming environment in the Commonwealth while fostering economic benefits and a diverse workforce for its licensees, residents, and businesses.

Core Values

  • Serving the public with exemplary professionalism and customer service for all whom we come in contact.
  • Promoting research and evidence-based best practices to assess the impact of expanded gaming, horse racing, and sports wagering to prevent and mitigate gambling-related harms.
  • A commitment to promoting responsible gaming to minimize potential gambling-related harm to individuals and the community.

The Massachusetts Gaming Commission maintains a commitment to DIVERSITY in its core values. We value a diverse workforce and supplier base and expect that our partners in the gaming industry will embrace these same values. MassGaming is working with licensees, their contractors, vendors, and community leaders to ensure that the state’s new expanded gaming industry is inclusive and provides opportunities that reflect the diversity of the Commonwealth.

Internally, the MGC works to ensure the same standards of representation and inclusion. The Commission adopted a statement of purpose addressing our own commitment to intentionally address equity, diversity and inclusion in our daily operations, including our culture, hiring, procurement, customer service, and regulatory practices. Read our statement of purpose here.

As part of the casino application process, all gaming applicants are required to set diversity hiring goals and submit strategic plans for the inclusion of minorities, women and veterans in the workforce. Applicants are also required to formulate their own specific diversity goals related to minority-, women- and veteran-owned businesses to participate as contractors in all stages of building their gaming establishments (design, construction, and operation).
