Security Requirements

Must be a US citizen or a legal resident for three of the past five years. Public Trust cannot be granted without meeting the residency requirement.

Job Summary

This role supports FAA Terminal Automation Modernization and Replacement (TAMR) by serving as a systems integration advisor for system deployment, sustainment, and modernization activities. The Systems Integration Lead ensures smooth transition from legacy systems, provides expert guidance on architecture and interoperability, and facilitates alignment across FAA organizations. The role emphasizes risk-informed decision-making, stakeholder training, and documentation to ensure long-term sustainment and readiness, while preparing for interoperability with future FAA modernization programs.

Years of Relevant Experience

  • Requires 15+ years of experience in systems engineering, integration, or advisory support.
  • Specific experience with FAA programs (TAMR, ERAM, TFDM, etc.) or the aviation industry is strongly desired.

Essential Job Functions

  • Serve as a technical advisor by providing hands-on guidance and training to FAA customers, ensuring accurate and efficient equipment installation, and documenting outcomes to support quality assurance and traceability.
  • Facilitate coordination between technical support, acquisition, and cross-functional air traffic operations stakeholders to enable efficient deployment and long-term sustainment of TAMR systems.
  • Resolve customer issues through proactive engagement and coordination with cross-functional teams, delivering efficient and sustainable solutions.
  • Provide expert guidance on the modification, integration, and optimization of Air Traffic Control (ATC) automation systems to enhance safety and operational efficiency.
  • Lead enterprise-level deployments by ensuring timely delivery, contributing to risk assessments, and liaising between technical teams and stakeholders to translate technical details into actionable insights.
  • Advise on ATC Terminal automation system architecture and software/hardware interoperability across surveillance, communication, and flight data processing modules.
  • Provide technical guidance during monthly program reviews, identifying risks and recommending corrective actions as needed.
  • Support project execution by developing and maintaining Waterfall schedules, ensuring technical tasks are accurately sequenced, tracked, and aligned with program milestones and delivery timelines.
  • Provide tools and resources-including checklists, interconnected drawings, technical documentation, and automation utilities-to support installation and deployment teams, enhancing efficiency and reducing implementation time.
  • Develop strategic transition plans to migrate from legacy systems to modernized platforms, ensuring minimal operational disruption and transparency throughout the transition.
  • Provide technical guidance for integrating additional equipment into the ATC Terminal Automation System, ensuring compatibility, compliance, and seamless operational performance.
  • Deliver technical advisory support and mentorship to FAA stakeholders, strengthening their development and ensuring alignment with engineering best practices and program objectives.
  • Develop project plans and instruction manuals to support both equipment installation and harvesting, ensuring clarity, consistency, and alignment with operational requirements.
  • Prepare TAMR systems for interoperability with future FAA modernization initiatives such as BNATCS, ensuring readiness and alignment with enterprise-level architecture.
  • Support organizational change management (OCM) efforts by developing training materials, job aids, and communication strategies that ease the transition for FAA field users.
  • Capture lessons learned and institutionalize best practices to improve program performance, sustainment efficiency, and stakeholder engagement across TAMR.
  • Represent Cobec and TAMR during FAA governance forums, Integrated Product Teams (IPTs), and executive reviews, providing decision-ready materials to leadership.

Education Requirements

  • Bachelor's degree in Systems Engineering, Computer Science, or related technical field.
  • Master's degree or advanced technical certifications (e.g., PMP, ITIL, FAA Systems/SE training) preferred.

Preferred Skills

  • Familiarity with FAA AMS lifecycle, acquisition processes, and safety/security directives.
  • Strong background in system integration, large-scale deployment, and operational sustainment.
  • Experience supporting FAA test and evaluation processes, program reviews, and technical risk management.
  • Proficiency in technical writing, requirements documentation, and briefing preparation for FAA leadership.
  • Experience in organizational change management and customer-facing technical training.
  • Prior involvement in STARS, or other FAA terminal automation modernization efforts.
