This position is to support Department of Interior's (DOI) Mission Support: Operational Efficiencies and Experiences project with the implementation of technology solutions and tools, and business process management to support a range of mission-critical, strategic goals and objectives. Seneca Technologies is seeking an IT Project Lead guide a cross-functional team in the design, development, and implementation of complex technology solutions for our federal government client. This role is a hybrid of technical leadership and agile project management, requiring a candidate who can define the architectural vision while simultaneously facilitating the software development lifecycle using Agile methodologies. The ideal candidate will bridge the gap between business requirements and technical execution, ensuring the delivery of secure, scalable, and high-quality systems that meet the government's mission-critical needs. This position is aremote position. This is a full-time employment opportunity, and the candidate MUST be a U.S. Citizen or Permanent Resident and must be able to complete/pass/hold a moderate public trust investigation. Responsibilities include, but are not limited to:
- Lead a cross-functional team through the full software development lifecycle using Agile methodologies (Scrum, Kanban, SAFe).
- Facilitate all Agile ceremonies, including sprint planning, daily stand-ups, sprint reviews, and retrospectives.
- Work closely with government stakeholders and Product Owners to manage and prioritize the product backlog, ensuring alignment with mission objectives.
- Track project velocity, manage burndown charts, and report on key performance indicators to both internal and client leadership.
- Identify and remove impediments, manage risks, and shield the team from external distractions to ensure successful sprint execution.
- Design and document scalable, resilient, and secure system architectures for custom solutions, primarily leveraging Low-code/No-code (LC/NC) platforms.
- Ensure all proposed solutions integrate seamlessly with existing federal IT ecosystems and adhere to enterprise architecture standards.
- Evaluate and recommend appropriate technologies and platforms to meet client requirements, with a focus on maximizing efficiency and user adoption.
- Collaborate with cybersecurity teams to ensure solutions are compliant with federal mandates and frameworks such as NIST, FISMA, and FedRAMP.
- Oversee the hands-on development of applications and automation workflows using NC/LC platforms (e.g., Microsoft Power Platform, Appian).
- Provide technical guidance and mentorship to development team members on best practices for LC/NC configuration, customization, and deployment.
- Establish and enforce governance policies for LC/NC development, including version control, testing protocols, and release management.
- Lead the rapid prototyping and delivery of Minimum Viable Products (MVPs) to gather user feedback and demonstrate value quickly.
- Serve as the primary liaison between technical teams and non-technical government stakeholders to elicit, analyze, and document business and functional requirements.
- Translate complex business needs into clear, concise technical specifications, user stories with acceptance criteria, and process flow diagrams.
- Conduct gap analysis to identify opportunities for process improvement and system modernization.
- Facilitate requirements gathering workshops, user interviews, and system demonstrations to ensure a shared understanding of project goals and deliverables.
Basic Qualifications:
- Must be a U.S. Citizen or Permanent Resident, as mandated by our government client.
- Must be able to complete/pass/hold a moderate public trust investigation.
- 10+ years of experience.
- BS/BA degree in Computer Science, Information Sciences, or related IT discipline preferred.
- PMP or other Project Management Certification preferred.
- Experience mitigating cyber security risks preferred.
- Experience with managing NC/LC agile development is preferred.
- Experience with user management (creating users, roles, assign privileges), troubleshoot errors, develop and test reconciliation routines to perform data clean up.
- Excellent analytical skills, attention to detail, and strong problem-solving abilities.
- Excellent communication and collaboration skills.
