8+ year of relevant work experience in the financial field

6+ years of Financial/budgeting experience

Hands on PPBE experience in Federal or DoD space

Familiarity with DHS/CBP OMB reports is a plus

Proficiency in MS Office Suite of products

Strong communication skills both written and verbal

Well-organized and able to prioritize tasks

High attention to detail

Bachelor's Degree required

DUTIES :

The Analyst provides comprehensive financial, budget, and program management support for investments across the DHS/CBP portfolio

This role requires deep expertise in federal budget formulation and execution, combined with strong program, acquisition, and portfolio management support

Drafting, analyzing, integrating, reviewing, and providing status of funds reports

Providing Planning, Programming, Budgeting, and Execution (PPBE) support to the COR directly

Support DHS/CBP investment management and OMB submissions, including Business Cases (formerly OMB Exhibit 300) and IT Portfolio reporting (formerly OMB Exhibit 53)

Analyzing obligations and expenditures, maintaining forecasts, preparing reports, justify and prioritizing requirements

Providing invoice preparation

Supporting the technical and management units in aligning programs to meet the investment a goals

Collecting, analyzing, and organizing investment documentation

Providing oversight, developmental, and technical acquisition and management leadership

Coordinating, attending, and document meetings

Assisting programs with planning and executing all phases of the acquisition lifecycle

Assisting in developing spend plans, cost estimates, resource requirements, and work load analysis

Assisting in providing risk identification, management and mitigation options

Coordinating and tracking all activities related to the project execution

Assisting in preparation for project management reviews

Assisting in the development of SLAs, Memorandum of Agreement/Understanding (MOA/MOU), Inter-Agency Agreements (IAAs)

Assisting with the collection, organization, analysis, and maintenance of the program artifacts

Utilizing current Project Management tools for cost, schedule and Earned Value Management (EVM)

Assisting in the preparation of the Resource Allocation Plan (RAP)

Understanding the organizational policies and procedures for accuracy of solutions and deliverables to the client

Demonstrating a commitment to quality and customer support
