Job Description
PURPOSE OF POSITION

Performs as the subject matter expert and technical lead for managing the real-time air and ground

space operations and use of the White Sands Missile Range (WSMR), Holloman training ranges, and Fort Bliss training ranges. Position is located at the WSMR. This position will interact, and coordinate actions with the JTTOC Coordinator (GS position)

MINIMUM QUALIFICATIONS

Education: Vocational or other post-high school training.

Training and Experience: Comprehensive knowledge of ground and air range scheduling processes, practices, procedures, policies, standards and operational requirements. Comprehensive knowledge of and experience in FAA Air Traffic Control procedures, and in the operations and scheduling of aircraft, special use airspace and FAA controlled airspace, ranges. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning scheduling processes, and operational requirements that may result in the development of new methods, approaches, or procedures. Minimum one (1) year of squadron or wing scheduling experience.

Desired Qualifications: Knowledge of the Center Scheduling Enterprise (CSE) software scheduling tool and Test Resource Management (TRMS) Tool. Experience with multiple DOD computer programs including Zeus, WAVE, mIRC (or similar chat program), and MS products. Experience with multirole fighter aircraft scheduling and/or execution. Two years of squadron or wing scheduling experience

Knowledge, Skills and Abilities: Must be able to prioritize tasks, possess excellent interpersonal and communication skills, highly organized, ability to handle multiple tasks, high analytical ability, detail oriented, and work with little to no supervision.

Security Clearance: Current security clearance of "Secret" or higher.


DUTIES AND RESPONSIBILITIES

  • Responsible for managing the real-time air and ground space requirements as part of the execution of 49th WG training while de-conflicting with all test missions.
  • Resolves range air and ground space resource utilization conflicts in accordance with established procedures.
  • Makes real-time and short-range scheduling decisions for committing these resources including communication and all technical support necessary and advises those involved including contractors, tenants and other government and civilian agencies.
  • Coordinates daily with the range support agencies in an effort to better understand and identify potential problem areas.
  • Responsible for the coordination of air traffic control activities and ground personnel activities in a real-time environment to ensure safety of life while conducting integrated and concurrent range operations.
  • Reviews the Center Scheduling Enterprise (CSE) products for timeliness and accuracy and coordinates available range time as needed
  • Assist aircraft in remaining within scheduled airspace and in compliance with block and mission restrictions.
  • Monitors the real-time schedule to ensure critical airspace and resources do not go unused due to aircraft/test maintenance issues.
  • Perform other incidental and related duties as required and assigned.
