About this Position
Pinyon is seeking an experienced Project and Client Manager for our Air Quality Team. This role requires management of multiple projects that deal with air quality and permitting compliance for a variety of clients in the oil and gas, commercial/industrial, transportation, and local/federal government market sectors.
Responsibilities
  • Project and client management for air quality projects, including client interaction, and responsibility for scope, schedule, and budget.
  • Developing strategy and quality review of air permit applications for federal and state agencies, including emissions inventories.
  • Understanding of and familiarity with state and federal regulations and application of those regulations to specific client situations, including the ability to advise clients as necessary.
  • Compliance recordkeeping and reporting based on permit conditions.
  • Completion greenhouse gas and state inventory reporting and review of this work if prepared by others.
  • Completion of dispersion modeling for comparison to National Ambient Air Quality Standards and review of this work if prepared by others.
  • Completion of transportation conformity analyses, including conducting evaluations per DOT and FHWA protocols and review of this work if prepared by others.
  • Assistance with mentoring entry-level air quality staff interested in the Project Management track.
  • Business development, client management and proposal preparation for air quality proposals will be required.

Knowledge, Skills, and Abilities
  • Bachelor's degree in environmental science or a related field (or equivalent combination of education and experience).
  • 8-12 years in Air Quality-related professional services; candidates with more or less experience are encouraged to apply.
  • Proficient in Microsoft Office programs; very proficient in Excel
  • Applied experience as a subject matter expert in air quality review, permits, dispersion modeling, etc., which has given the candidate a solid foundation to interface with clients, regulators, and internal team members
  • Preferred experience with emissions and impacts models such as ProMax, MOVES, and AERMOD
  • Self-driven with the ability to successfully (budget, scope, quality) manage multiple projects simultaneously, requiring minimal supervision.
  • Excellent time management and prioritization skills; able to function well in a fast-paced environment.
  • Critical thinker and problem solver that can work in a dynamic group environment
  • Exceptional communication skills, particularly with technical writing
  • Strong attention to detail, schedules, and budgets, which has resulted in candidate being quality focused
  • Beneficial but not required experience with noise analyses, TNM modeling, and noise monitoring
