DESCRIPTION

Under the general supervision of the Chief Administrative Officer (CAO), the incumbent of this position serves as the Human Resources and Business Services Manager for the Department of Electrical and Computer Engineering. The position involves independent responsibility for the daily operations of human resources, payroll, and faculty support functions. Participates in human resources-related long-term goal planning and strategic planning for the department. Supervises 9 full-time staff,3 of whom comprise the student financial support team, and 6 of whom comprise the faculty support team.

Responsible for managing all aspects of human resources, employee relations, payroll services and faculty support functions for the ECE Department with over 400 employees comprised of PSS, represented, career, research, instructional, postdoctoral researchers and fellows, and student employees with an annual payroll of approximately $11M. Serve as principal advisor to the CAO and faculty on human resources management, policy research and enforcement. Exercise leadership and discretionary authority and utilize a high degree of independence, ingenuity and analytical skills to resolve complex, unusual and non-routine problems or issues. Participate in human resources-related strategic planning to originate, develop, interpret, implement and revise policies, procedures, and guidelines that are effective and consistent with the goals and mission of the department.

Supervise, direct, and train department HR/payroll and faculty support staff responsible for coordinating and implementing the full range of human resources and faculty support activities. Serve as liaison between the faculty support and fiscal affairs units. Establish, lead and manage staff training and development initiatives. Lead the Department's business process improvement efforts.

QUALIFICATIONS
  • Analytical skills to conduct analysis and develop recommendations; demonstrates organizational skills and problem-solving skills. Has working knowledge of other areas of HR. Proven ability to collect and analyze data, interpret policies and procedures and apply them to routine as well as unique and complex situations. Strong and creative organization, analytic, and decision-making/problem-solving skills, with demonstrated ability to establish or recommend alternative solutions. Skill and flexibility to develop innovative approaches, techniques and procedures to provide more efficient and responsive services.

  • Knowledge of organizational policies and procedures and knowledge of functional area. Proven ability to evaluate, interpret, and implement policies and procedures relevant to payroll and employment, for represented and non-represented employees. Proven ability to communicate these issues to management and employees as required.

  • Basic knowledge of human resources policies and programs, and how they affect other organizational policies and procedures. Demonstrated knowledge, skills and experience in personnel practices, counseling, recruitment, affirmative action, staffing, training, performance management and conflict resolution, classification, compensation, employee benefits, labor relations, corrective action and disciplinary methods, labor agreements, and the ability to interpret and administer bargaining agreements and UC policies.

  • Knowledge of a human resources management system (HRMS), and / or other related business software programs and systems. Ability to use data processing software and relational database systems to process full range of personnel actions (recruitment, timekeeping, merit increases, funding changes, etc.). Ability to communicate database requirements and goals to programming staff. Ability to conceptualize, develop and utilize new systems, reports and tools for data retrieval, analysis and review.

  • Proficient in communicating clearly and effectively verbally and in writing and in integrating information in the completion of assignments. Excellent written communication skills with a demonstrated ability to write concisely, persuasively, and to clearly summarize information. Excellent skill proofreading material for accuracy, clarity, grammar, syntax, and continuity.

  • Demonstrated ability to handle difficult or volatile situations / individuals effectively. Skill in conflict resolution, mediation, and negotiation, with demonstrated knowledge and ability to develop and identify referrals as appropriate to a variety of offices and services on- and off-campus. Demonstrated ability to clarify and resolve ambiguous and/or conflicting needs.

  • Excellent mathematical and computational skills to work with percentages and formulas.

  • With fast and accurate typing and proofreading skills, demonstrated experience using computer software/systems such as Excel, Word, PowerPoint, and Gmail.

  • Skill to see the comprehensive picture both in terms of current complexities and interactions and in the long-range view over time. Knowledge and understanding of the structure of large organizations and how to effectively operate to accomplish goals and develop new initiatives/programs within this framework.

  • Demonstrated experience with computerized systems, database management, and spreadsheet and word processing programs to manipulate data and create reports.

  • Knowledge of classification procedures including the ability to prepare job descriptions and analyze for classification level.

SPECIAL CONDITIONS
  • Job offer is contingent upon satisfactory clearance based on Background Check results.

  • Occasional evenings and weekends may be required.

Pay Transparency Act

Annual Full Pay Range: $48,900 - $102,300 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $23.42 - $48.99

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
